Who We Are

IREX is a global solutions provider that partners with communities and institutions in the United States and around the world to cultivate leaders, expand access to education, and create economic opportunity. With deep expertise, a forward-looking vision, and world-class practices in AI for Education, Future-Ready Workforce, Higher Education Solutions, Leadership Development, and Online Safety, IREX delivers innovative and proven solutions that help people, institutions, and communities thrive in a rapidly changing world.

IREX seeks a Senior Technical Specialist to support the Early Grade Education Activity (ASAS) in Jordan.

Job Summary

The Senior Technical Specialist will provide technical leadership for assigned education interventions under the ASAS In-Service component, which supports improved foundational literacy and numeracy outcomes for Kindergarten through Grade 3 learners in Jordan. Reporting to the In-Service Senior Manager, the Specialist will translate education evidence and Ministry of Education and Human Resources Development (MoEHRD) priorities into practical frameworks, classroom tools, implementation approaches, and education-focused requirements for digital systems. The role leads technical workstreams from design through field validation, quality review, and institutional handover, working closely with Ministry counterparts, partners, and IREX teams. The position provides technical direction and mentoring but has no formal staff-management or HR responsibilities.

We're looking for our next team member - could it be you?

What You’ll Do

  • Technical Design and Quality: Lead the design, adaptation, and review of early-grade instructional frameworks, classroom tools, guidance, and teacher capacity-building approaches. Establish technical quality criteria and implementation milestones aligned with the national curriculum and Ministry priorities.
  • Foundational Learning and Evidence Use: Provide senior guidance on foundational literacy and numeracy diagnostics, formative assessment, Teaching at the Right Level (TaRL), and differentiated instruction. Work with Monitoring, Evaluation and Learning (MEL) colleagues to interpret data, assess implementation fidelity, and translate findings into improved teacher and supervisor support.
  • Digital Education and Innovation: Define and review pedagogical and user-facing requirements for teacher-support dashboards, digital supervision, and AI-enabled learning initiatives. Contribute to prototype reviews, usability testing, and technical quality assurance while prioritizing accessibility, data protection, responsible AI, and educator judgment.
  • Technical Delivery and Partner Oversight: Develop and review technical terms of reference, scopes of work, specifications, acceptance criteria, and implementation guidance. Assess partner and consultant products; guide field testing, identify quality gaps, track corrective actions, and recommend improvements within approved arrangements.
  • Government Engagement and Sustainability: Lead substantive consultations with MoEHRD departments, field directorates, schools, teachers, and supervisors. Coordinate across IREX technical teams and partners, communicate risks and decisions clearly, and prepare knowledge-transfer materials and handover approaches that strengthen Ministry capacity to maintain and adapt interventions.
  • Collaboration, Mentoring, and Compliance: Provide technical coaching and peer review to colleagues and contributors without assuming line management. Contribute technical inputs to work plans, resource estimates, concept notes, and sustainability planning; follow applicable requirements for safeguarding, confidentiality, data governance, inclusion, and project compliance.

Skills & Experience

  • At least seven years of progressively responsible experience in education program design, technical implementation, teacher professional development, assessment, or systems strengthening; early-grade education experience is strongly preferred.
  • Demonstrated ability to lead or technically assure complex education frameworks, classroom tools, or interventions from design and piloting through refinement and implementation.
  • Practical knowledge of foundational literacy and numeracy, formative assessment, differentiated or remedial instruction, teacher development, and educational supervision.
  • Experience supporting education-data products or digital learning/supervision systems, including requirements definition, user testing, data quality, and adoption. Coding skills are not required.
  • Excellent technical project leadership, quality assurance, analytical judgment, problem-solving, risk management, and ability to translate evidence into feasible classroom and system-level improvements.
  • Strong facilitation, technical writing, presentation, negotiation, mentoring, and collaborative skills across government, partner, and project teams.
  • Professional fluency in Arabic and English, including the ability to prepare high-quality technical materials and communicate with technical and nontechnical audiences.
  • Demonstrated commitment to inclusive education, safeguarding, information security, confidentiality, and responsible use of AI and other educational technology.

Requirements:

  • Bachelor’s degree in Education, Educational Assessment, Curriculum and Instruction, Education Technology, Social Sciences, or a closely related field; a relevant master’s degree is preferred.
  • Experience working with Jordan’s MoEHRD or other government education institutions and coordinating multi-stakeholder or donor-funded programs is strongly preferred; familiarity with Excel, Power BI, or comparable tools is an advantage.
  • You must have unrestricted authorization to work in Jordan.
