Job Appointment: Full Time, Regular

Work Schedule: Monday-Friday, 8 am-5 pm with the ability to work alternate schedule. May require to work nights and weekends.

Position Summary

The Procurement Services Division strategically supports the City of Portland’s bureaus and operations by helping them secure high-quality, outsourced supplies, materials, equipment, and services in a timely, efficient, and effective manner, advancing the City’s social, environmental, and economic goals.

The Goods & Services Procurement Manager is responsible for managing, directing, and integrating procurement and contracting programs as they relate to the timely and effective delivery of a wide range of goods and services procurements. This position reports directly to the Chief Procurement Officer and develops, implements, oversees, and enforces City procurement policies, processes, and programs as they relate to procurement and contracting activities including the City’s priorities designed to provide inclusive contracting opportunities to people of color and women, and to protect the environment and society’s health. They play a critical role in developing the vision and strategic planning for the Division, establishing, and implementing goals and objectives to continually drive performance and results.

The Goods & Services Procurement Manager has the ability to effectively and timely complete daily business processes including employee movement and organizational decisions, central procurement and contracting support for all City service areas, and is responsible for providing leadership for the daily management and supervision of professional procurement staff, ensuring appropriate and consistent interpretation of and compliance with federal, state, and local laws and regulations. This is a high-energy, forward-facing role that requires the consistent delivery of collegial communications and professionalism in a fast-paced environment. The incumbent regularly interfaces with Council members, other City employees, community members, contractors, and stakeholders regarding matters that may be sensitive, legally challenging or of political importance.

Responsibilities for the Goods & Services Purchasing Manager are broad in scope, allow for significant discretion in carrying out the mission and goals of the Division, and are evaluated in terms of effectiveness in meeting performance measures, service level agreements and other factors.
