Position Description: The Chief Building Engineer reports directly to the General Manager and works closely with the Assistant General Manager and Board of Directors regarding building operations, capital planning, engineering projects, and long-term asset preservation.

The Chief Building Engineer provides leadership and supervision for the engineering and maintenance team while overseeing the operation, maintenance, repair, inspection, and continuous improvement of all building systems.

This position serves as the primary technical expert for Ocean Towers and plays a critical role in protecting one of Southern California's premier luxury residential communities.

Duties & Responsibilities:

  • Lead, supervise, mentor, schedule, and evaluate the Engineering and Maintenance Team.
  • Develop a culture centered around safety, accountability, professionalism, and exceptional resident service.

Oversee the operation, maintenance, repair, and optimization of all major building systems including:

o HVAC

o Plumbing

o Electrical

o Mechanical

o Fire Life Safety Systems

o Building Automation Systems

o Elevators

o Emergency Power Systems

o Domestic Water Systems

o Booster Pumps

o Irrigation Systems

o Pool and Spa Equipment

o Garage Ventilation Systems

  • Troubleshoot complex building system failures and implement long-term corrective solutions rather than temporary fixes.
  • Conduct routine inspections of all common areas, rooftops, mechanical rooms, garages, equipment rooms, utility spaces, and building infrastructure.
  • Develop comprehensive preventative maintenance programs and ensure maintenance schedules are consistently executed.
  • Prepare short-term, mid-term, and long-term maintenance plans aligned with the Association's Reserve Study.
  • Assist Management with reserve planning, capital improvement projects, lifecycle analysis, and asset preservation strategies.
  • Review engineering reports and consultant recommendations and provide technical analysis and recommendations to Management.
  • Participate in building audits and proactively identify opportunities to improve operational efficiency and reduce costs.
  • Solicit vendor proposals, review scopes of work, negotiate pricing, evaluate contractor performance, and monitor project execution.
  • Manage outside contractors, consultants, and specialty vendors to ensure quality workmanship and contract compliance.
  • Review invoices and verify completed work before recommending payment approval.
  • Assist in preparing annual operating budgets, reserve budgets, and engineering forecasts.
  • Monitor engineering expenditures and identify cost-saving opportunities without compromising quality or safety.
  • Maintain accurate maintenance records, inspection reports, equipment logs, warranties, and asset documentation.
  • Ensure compliance with OSHA, Cal/OSHA, EPA, ADA, local building codes, fire regulations, and applicable governmental requirements.
  • Respond to emergency situations and coordinate after-hours building emergencies when necessary.
  • Support capital improvement projects by assisting with planning, logistics, scheduling, inspections, punch lists, and quality control.
  • Build positive relationships with residents by providing exceptional communication, professionalism, and timely follow-up.
  • Work collaboratively with the General Manager, Assistant General Manager, Board of Directors, consultants, and residents.
  • Support Management during Board Meetings by providing technical reports and engineering updates.
  • Other duties as assigned.

Required Qualifications:

  • Minimum 5 years of progressive commercial or high-rise residential building engineering experience.
  • Minimum 5 years supervising engineering or maintenance teams.
  • Experience managing luxury high-rise residential communities strongly preferred.

  • Strong understanding of preventative maintenance planning and asset management.
  • Experience preparing maintenance schedules, operating budgets, reserve planning, and capital project budgeting.
  • Ability to read and interpret blueprints, specifications, engineering reports, construction documents, and technical manuals.
  • Excellent troubleshooting and diagnostic skills.
  • Strong project management experience.
  • Vendor management and contract administration experience.
  • Strong communication and leadership abilities.
  • Excellent organizational and documentation skills.
  • Outstanding customer service and resident engagement skills.
  • Computer proficiency including Microsoft Office, work order systems, BuildingLink, and maintenance management software.
  • High school diploma required.
  • Technical degree, trade certification, or engineering education preferred.
  • EPA Certification, HVAC Certification, Boiler License, or similar certifications are highly desirable.
  • Valid California Driver's License preferred.
