About This Position

POSITION PURPOSE:
Performs inspections and enforcement of residential, commercial and industrial properties in securing compliance with city and state building, Zoning and related codes under the supervision of the Chief Building Inspector and/or Building Inspector III.

This position requires a State of Wisconsin Certification for Uniform Dwelling Code Construction Inspector, Uniform Dwelling Code HVAC Inspector and the Commercial Building Inspector.

ESSENTIAL DUTIES:

  • Examines plans and specifications for residential and commercial building construction and alterations. Determines whether such plans satisfy the provisions of the building code; approves or denies applications for building permits. Issues appropriate construction permits.

  • Inspects construction of considerable variety, embracing all sizes and types of projects at various stages of progress as to excavations, footings,foundations, walls, roofs and oversees complete construction up to and including issuance of Final Certificate of Inspection.

  • Performs inspections and notifies owners of violations of the City Building and Zoning Ordinances and secures compliance with these ordinances.

  • Enforces the City of Racine zoning and development ordinances and makes investigations and decisions regarding zoning complaints. Works closely with Zoning Administrator and the Planning Division to gain compliance with conditions of Conditional Use Permits.

  • Maintains records and prepares reports.

  • Maintains a consistent and reliable attendance record.

ASSOCIATED DUTIES:

Building Inspector II will attend meetings and serves as representative for Building Division in the absence of Chief Building and/or Building Inspector III.


MINIMUM QUALIFICATIONS:

  • A high school graduate or equivalent. Associate's degree in architectural or engineering technology preferred. Or a combination of education and work experience may be accepted.
  • Must possess at least three (3) years of relevant construction trade experience. Relevant experience could include carpentry, masonry, HVAC, electrical, plumbing.
  • Must possess a valid Wisconsin driver's license and have reliable transportation.
  • Requires a State of Wisconsin Certification for Uniform Dwelling Code Construction Inspector, Uniform Dwelling Code HVAC Inspector and the Commercial Building Inspector.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:=

  • Knowledge of construction management and the sequencing of a construction project.

  • Knowledge of ordinances, laws and regulations relative to building construction, maintenance and zoning.

  • Knowledge of the materials, methods and techniques used in building construction.

  • Ability to recognize faulty construction or hazardous conditions created by deterioration.

  • Ability to read and interpret building construction plans and specifications and to recognize deviations from such plans in the construction process.

  • Ability to explain and enforce regulations firmly, tactfully and impartially.

  • Ability to express oneself clearly and concisely, orally and in writing.

  • Knowledge and ability to work with computers and Microsoft software. In addition, must be knowledgeable on electronic permitting software.
