Position Summary

The Clinical/ Behavioral Health Coordinator is responsible for the development, implementation and improvement of clinical/behavioral health services for children and families. This position works with the Program Director to assure compliance with licensing and regulatory bodies as it relates to clinical/behavioral health practice. Additionally, the C/BH Coordinator assures that all areas of need within each child’s ecology are identified and remedied to assure the generalization and maintenance of positive program effects beyond the program environment. The C/BH Coordinator is responsible for providing clinical supervision for staff.

Essential Responsibilities

  1. Clinical and Support
    1. Assures the use of available technology using the internet, electronic documentation and electronic communication.
    2. Participate in systematic program evaluation procedures to assure program standards align with best-practice procedures; continue evaluating ways to reduce restraints across all programming.
    3. Assist in administrative decision-making regarding the development of new and revision of old program policies and procedures.
    4. Provide consultation and supervision around implementation of initiatives relating to clinical services of the organization.
    5. Review and utilize data gathered from the various Quality Improvement (QI) initiatives.
    6. Review weekly restraint data with leadership team.
    7. Review and monitor recommendations from internal “task force” restraint reduction team.
    8. Provide oversight to the PHP and coordination with Outpatient programming and the facilitation of therapeutic groups for the program.
    9. Provide clinical consultation and supervision, through consistent observation, to classroom teams/partial staff (including coordinators) about promoting positive youth behavior and development.
  2. Communication
    1. Establish and maintain communication with all participating agencies.
    2. Disseminate research and program innovations through conference presentations and written reports/manuscripts.
    3. Complete all required paperwork; use professional language.
    4. Use written documentation to communicate effectively with others.
  3. Finance/ Budget
    1. Understands the intake process and referral system to meet the weekly budgeted census.
  4. Supervision
    1. Receive supervision.
      1. Receive supervision from and actively communicate with supervisor on an ongoing basis throughout the week by phone, email, written message and when possible, in person regarding program matters.
    2. Provides supervision.
      1. Supervise staff directly or their supervisors depending upon the personnel actions including action plans, hiring, terminations, recruitment, vacation and sick day requests. Ensures that program staffing is qualified and provides continued safety of children served with high rates of success/program completion.
  5. Leadership
    1. Provide service to the professional community by serving on boards and committees which aim to promote positive youth development.
    2. Participates in program development of a culturally sensitive model of delivery of services to students and families.
    3. Provide consultation and act as a resource to coordinators and staff to enhance clinical competence.
    4. Assist leadership in teaching Re-ED practice.
    5. Assist leadership in reducing program restraints.
    6. Provide regularly scheduled training activities for staff to assure competency and understanding of trauma-informed care.
    7. Represent program at Clinical Supervisor’s Meetings.
    8. Assure clinical competency of staff and coordinators by providing clinical supervision regularly.
    9. Complete record reviews of youth served on a regular basis to assure treatment needs of children are addressed.
    10. Identify clinical training needs and provide necessary training to remediate needs.
    11. Review clinical/behavioral health documentation for purpose of providing clinical supervision to staff.
    12. Provide professional development and training to staff related to clinical services, student behavioral support systems, clinical/behavioral interventions, clinical/behavioral assessment/support planning, and other evidence-based procedures.
    13. interviewing applicants and sharing interview data.
    14. Maintaining comprehensive records of staff performance.
    15. Conduct formal, verbal and written evaluations of each staff member at 6 months of service and annually (written evaluation reports will be reviewed and signed by the director).
    16. Develop and maintain training curriculums and consultation services for program staff members in program and students’ behavior/mental health support.
  6. Risk Management and Safety
    1. Update and complete all information and monitoring forms for Chapter I, Partial Hospital, and other funding and regulatory agencies.
    2. Follow program-designated procedures for all physical contact with students during physical interventions, student search, and so on and ensure that staff do the same.

Qualifications

  1. Education/Credentials/Licensure:
    1. Requires a master’s degree in a clinical discipline.
    2. Requires a valid state driver’s license, safe driving record, and current auto insurance.
    3. Requires proficiency in American Sign Language (ASL) within two (2) years of employment for the School for the Deaf.
  2. Experience:
    1. Requires three (3) years of post-graduate clinical experience.
    2. Requires one (1) year of experience or training with a child/ youth mental health program.
  3. Clearances Required by Applicable Regulations:
    1. State Police
    2. FBI
    3. Child Abuse Clearances
    4. Mandated Reporter-Recognizing and Reporting Child Abuse training certificate and/or statement

Working Conditions

  1. Physical Demands:
    1. This position requires operating a keypad device 50% of the day and electronic/office equipment 50% of the day. Travel is required approximately 5 times per month and works in weather conditions about 25% of the day. Travel includes transporting students to and from school, school-based appointments, and/or field trips. Fingers, thumbs, hands, wrists, elbows, legs and feet are all routinely used throughout the day. The lower torso is used 25% of the day and upper torso is used 75%. Employee must meet minimum requirements for hearing, speech, and vision. For positions in the School for the Deaf, hearing and speech are not required but ASL proficiency is (see qualifications above). Walking is required 50% of the day. Standing occurs 50% of the day. Sitting happens 50% of the day. Reaching above the shoulder as well as bending and twisting are performed 25% of the day. This function routinely lifts 10 pounds, 4 times per day. The maximum lift is under 50 pounds, 1 time per day. The position requires the ability to implement physical interventions and meet the physical demands of TCI.   2. Mental Demands:

    1. Hours dependent on school schedule. Flexibility to meet student needs.
      1. Hours in this position at PRSD, PRSA, and Day School Greensburg follow a 12-month schedule. Hours for this position in the Day School Johnstown follow a 220-day schedule. Hours for this position in the Day School Pittsburgh follow a 210-day schedule.
