Director of Patient Services- Home Care at JASA

As the Director of Clinical Services, you will lead, plan, and direct all clinical healthcare operations for JASA’s Licensed Home Care Services Agency (LHCSA). In this critical leadership role, you will oversee quality assurance, regulatory compliance, staff development, and budget planning while assuming overall administrative responsibility for the agency in the absence of the Executive Director.

📝 What You’ll Be Doing

You will manage day-to-day LHCSA operations, drive new clinical initiatives, and ensure strict adherence to state and federal home care regulations.

Key Responsibilities:

  • Clinical Operations & Leadership: Manage daily clinical operations in alignment with agency goals; assume overall administrative management of the agency in the Executive Director’s absence.

  • Quality & MLTC Initiatives: Oversee quality measures for value-based care and Managed Long-Term Care (MLTC) incentive programs; execute and monitor the agency’s Quality Assurance (QA) program.

  • Regulatory Compliance & Policy: Partner with the Executive Director to develop, implement, and update policies compliant with NYS Department of Health (DOH), Office of the Medicaid Inspector General (OMIG), and federal regulations.

  • Staff Development & HR Collaboration: Lead recruitment, hiring, orientation, and continuing education for clinical staff in partnership with HR; oversee performance management and in-service training.

  • Field Supervision & Direct Care: Conduct field visits to evaluate nursing staff and perform clinical home visits during high-demand or scheduling surge periods.

  • Service Quality & Deficiency Management: Execute action plans to resolve deficiencies in case onboarding, service delivery, and patient/family relationship management.

  • Financial & Strategic Planning: Participate in short- and long-range planning for agency growth and assist in developing the departmental budget.

  • Records & Problem Resolution: Oversee patient record management systems; track and manage procedures to ensure prompt resolution of worker complaints, environmental issues, and service barriers.

🎓 What You’ll Need

  • Licensure & Education: Current license and registration as a Registered Professional Nurse (RN) in New York State; Bachelor of Science in Nursing (BSN) required.

  • Experience: Minimum of two (2) years of home care experience in a supervisory capacity.

  • Regulatory Expertise: Thorough knowledge of NYS Department of Health (DOH) regulations for Licensed Home Care Service Agencies (LHCSA) and MLTC frameworks.

  • Technical Skills: Proficiency with Electronic Medical Record (EMR) systems, Microsoft Office Suite, and Google Workspace applications.

  • Physical & Working Conditions: Ability to perform indoor office work and conduct home visits involving walking or climbing stairs; flexibility to work occasional evening or weekend hours to meet deadlines or attend meetings.

  • Management Competencies: Exceptional organizational, communication, and cost-conscious management skills with the ability to handle complex priorities under pressure.
