Description

Manages activities and functions of designated programs to ensure that goals and objectives for each program are accomplished in accordance with established priorities, time limitations, funding limitations or other specifications.

POSITION: Clinical Manager

LOCATION: St. Mary's Campus - 65 Genesee St

DEPARTMENT: Emergency Psychiatric

SCHEDULE: Full Time 40 hrs per week

KEY RESPONSIBILITIES

• Responsibilities include hiring, training, coordination, solicitation and scheduling of projects, development and implementation of team member training programs, ongoing project management, and supervision of team members.

• Manages the day to day operations of the program which includes conducting meetings, providing leadership to the quality improvement process, promoting open communications and resolving day to day problems and concerns of consumers and staff.
•Develops and schedules program work plan in accordance with specifications and funding limitations; oversees daily operations and coordinates activities of program; determines priorities.
•Perform supervisory duties in relationship to staff, which may include signing off on time cards, scheduling of staff hours, and enforcement of personnel policies.
•Is available for supervision/consultation by staff and provides direction, feedback and positive support to supervisors.
•Confers with and advises team members on problem solving assistance, answers to questions and program goals and policy interpretation; refers to appropriate department person when unable to respond.
• Participates in peer review process and utilizes quality improvement measures to increase quality and reduce cost.
•Provide clinical services appropriate to patient needs.
• Ensures that policies and procedures of the program are in compliance with all regulatory and hospital standards and that staff understand and implement these policies and procedures in a consistent fashion.
•Ensures that functional efficient processes occur relative to patient admission, discharges and referral.
•Evaluates program effectiveness to develop improved methods; devises evaluation methodology and implements; analyzes results and recommends and/or takes appropriate action.
• Ensures that the program meets the needs of consumers through an ongoing process of development that includes assessment, planning, and the implementation of plans.
•Coordinates activities of program with inter-related activities of other programs or departments to ensure optimum efficiency and compliance with appropriate policies, procedures and specifications.
• Ensures effective communication within the program, the department, the hospital, and in the community.
• Develops and implements a plan for the recruitment, hiring, orientation, and ongoing development of staff that ensures a continuity of quality and provision of services.
•Monitors program expenditures ensuring that budget allocations are not overspent.
•Assist in the development, implementation, and monitoring of annual program goals, objectives, and budget.
•Evaluate and identify training needs of staff and provide opportunities for staff development.
•Assists staff to integrate their professional goals with those of the institution.
•Pursues a continuing program of self-development in order to maintain, strengthen and broaden own concepts, philosophy and abilities.
•Strive for personal excellence in skills and knowledge required for effectiveness in current position.

Minimum Qualifications:

•Master's Degree in Social Work, Counseling (Behavioral Health) required or equivalent education and experience.
•Minimum of 3-10 years Behavioral Health experience.
•Supervisory and teaching experience desirable.
•Computer knowledge and skills as required.

Required Licensure / Certification Skills:
NYS OMH Qualified Health Professional, or OASAS Qualified Health Professional.
Valid clinical credential, and/or licensure with valid registration maintained in good standing required.

PHYSICAL REQUIREMENTS: S - Sedentary Work - Exerting up to 10 pounds of force occasionally Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

PAY RANGE: $70,000.00 - $100,000.00

The listed base pay range is a good faith representation of current potential base pay for successful applicants. It may be modified in the future. Pay is determined by factors including experience, clinical licensure date, relevant qualifications, specialty, internal equity, location, and contracts.
