POSITION SUMMARY: (WHAT, HOW, WHY)
The Manager, Housing Navigation and Stability provides strategic leadership, operational oversight, and performance management for GoodSupport Housing programs serving individuals, families, and veterans experiencing or at risk of homelessness.
This role oversees the HUD-funded housing program, the Veteran Dormitory transitional housing program, and Housing Assistance services delivered through Goodwill Opportunity Centers, including rental and utility assistance.
Through strong supervision, fiscal stewardship, data-driven decision-making, and community collaboration, the Manager ensures programs operate with integrity, compliance, and excellence. The Manager leads a team focused on housing navigation, system coordination, and long-term housing stability — ensuring participants not only obtain housing, but maintain it and build pathways toward independence.
This position plays a critical leadership role in advancing housing outcomes, strengthening partnerships, maintaining grant compliance, and cultivating a culture of accountability and participant-centered service.
MINIMUM REQUIREMENTS:
EDUCATION, EXPERIENCE, AND LICENSING REQUIREMENTS:
- Bachelor’s degree in social services, human services, public administration, or related field preferred.
- Minimum of 3–5 years of experience in housing, homeless services, or supportive services programs.
- Previous supervisory experience required.
- Experience working with federally funded programs (HUD, VA, or similar grants) strongly preferred.

ESSENTIAL DUTIES:
Program Leadership
- Oversee operations of HUD housing, Veteran Dormitory, and Housing Assistance services.
- Ensure compliance with grant regulations, organizational policies, and best practices.
- Monitor housing placement, retention, income growth, and participant outcomes.
- Strengthen service coordination to support long-term stability.
Staff Supervision
- Provide supervision, coaching, and performance feedback to assigned staff.
- Establish clear expectations aligned with program outcomes.
- Foster a culture of accountability, collaboration, and participant-centered service.
Grant & Fiscal Management
- Monitor program budgets to ensure responsible and allowable spending.
- Collaborate with finance and leadership on forecasting and reporting.
- Support audits, monitoring visits, and required grant reporting
ESSENTIAL DUTIES Continued:
Partnerships & Quality Assurance
- Maintain landlord and community partnerships to expand housing opportunities.
- Monitor documentation, data quality, and case file standards.
- Identify operational improvements to strengthen program performance.
PERODICAL DUTIES:
· Participate in grant applications, renewals, and program expansion planning.
· Assist in development and revision of program policies, procedures, and service models.
· Represent GoodSupport Housing at community meetings, coalitions, case conferencing, and system planning groups.
· Support onboarding and training of new staff.
· Lead or assist with special projects related to housing stability, service integration, or program improvement.
· Contribute to strategic planning efforts for GoodSupport Housing.
· Support internal and external reporting needs, including performance presentations and data reviews.
· Assist with emergency response or high-need participant situations as needed.
· Participate in organizational initiatives, committees, or cross-department collaborations.
· Support preparation for annual budgets and long-term financial planning.
· Engage in professional development to remain current on housing best practices, funding changes, and regulations.
· Provide leadership support during staff absences or coverage gaps.
WORK HOURS & BENEFITS
Normal work hours are 8am to 4pm Monday through Friday.
