The Challenge

Security management is a fundamental pillar of intelligence operations. Every cleared position within the Department of Defense (DoD) depends on the efficient and effective execution of Sensitive Compartmented Information (SCI) management functions.

As a Construction Surveillance Technician (CST) with JCTM, you will play a vital role in executing ICD/ICS 705 security measures and compliance while providing critical construction security support to military, civilian, and contractor personnel supporting 2D Marine Aircraft Wing.

Your responsibilities will span construction security activities, including coordinating schedules, documenting requirements, tracking personnel and access matters, and maintaining awareness of construction-phase security actions to ensure compliance with Intelligence Community (IC), DoD, and Department of the Navy (DoN) standards.

This role requires expertise in managing multiple complex tasks and a combination of sound judgment, attention to detail, and practical problem-solving. You will work independently and collaboratively, applying risk management and construction security principles to make decisions that protect classified information, secure facilities, and national security operations.

Challenging Projects

You will use your skills, expertise, and experience to support high-stakes intelligence and operational missions for the DoD, Department of the Navy, Marine Corps, and Intelligence Community. In support of 2D MAW at MCAS Cherry Point, you will help ensure construction activities involving secure spaces are conducted in accordance with applicable construction security requirements while supporting the Wing's aviation mission and associated facilities.

Your role is essential to maintaining security protocols that enable national security missions to operate efficiently and effectively throughout facility design, construction, inspection, and accreditation.

Key Responsibilities

• Assist the Site Security Manager (SSM) in the formulation and implementation of ICD/ICS 705 security goals, policies, procedures, and construction security requirements.
• Assist the Site Security Manager and government security representatives with secure facility planning and design, construction security activities, accreditation preparation, and compliance tracking.
• Conduct construction surveillance activities in accordance with approved Construction Security Plans (CSPs), applicable ICD/ICS 705 requirements, and government direction.
• Monitor uncleared construction personnel, contractors, vendors, materials, tools, and equipment entering or operating within controlled construction areas.
• Observe construction activities to identify unauthorized actions, security anomalies, prohibited items, or deviations from approved construction plans and security requirements.
• Maintain required daily activity logs, surveillance records, personnel records, incident documentation, and other construction security documentation.
• Immediately identify, document, and report suspicious activity, security incidents, construction discrepancies, security violations, or other findings to the Site Security Manager or designated government representative.
• Prepare detailed reports on security incidents, security violations, construction observations, and other findings.
• Organize accreditation documentation, monitor package development, identify missing information, and track actions required to support facility approval.
• Support implementation of DIA and Intelligence Community SCIF accreditation standards, including requirements associated with physical security separation, TEMPEST, technical security considerations, and Automated Information Systems.
• Ensure personnel meet and maintain applicable security clearance, access, identification, escort, and entry requirements.
• Manage or support facility badge and access-control activities and maintain accurate documentation.
• Perform security duties related to Physical Security, Access Control, Personnel Security, and Construction Security, ensuring classified information and secure facilities remain protected.

You Have

• Active TS/SCI clearance
• 3+ years of security management or construction security experience, preferably in an SCI environment*
• In-depth knowledge of IC, DoD, and DoN governing policies applicable to SCI and construction security
• Experience managing or working in the following areas of Construction Security:
  • Sensitive Compartmented Information Facility (SCIF) Construction Surveillance
  • Construction Security Plan (CSP) Compliance
  • Construction Documentation Review
  • Escort of Uncleared Construction Personnel
  • Construction Security Monitoring and Oversight
  • Construction Material and Equipment Verification
  • Daily Activity Logs and Security Documentation
  • Incident Reporting and Security Investigations
• Experience with security planning, operations, and implementation
• Prior experience handling GSA-approved security containers and classified document control
• Ability to work independently and collaboratively in a dynamic construction and operational environment
• Strong oral and written communication skills
• Strong attention to detail and the ability to identify and promptly report security discrepancies
• Ability to work in active construction environments and coordinate effectively with government personnel and construction contractors
• Proficiency with Microsoft Office programs

*Education beyond a high school diploma may be substituted for experience requirements.

Nice to Haves

• DoD 5105.21, Volumes 1–4 training or certifications
• Knowledge of ICPG 704.2, ICD/ICS 705, DoD 5205.07, and NISPOM policies
• Expertise in SCIF operations management
• Familiarity with SCI nomination processes

• Experience with document control and records management in classified environments
• Associate degree or equivalent progress in a degree program

Clearance

Applicants selected will be subject to a security investigation and must meet eligibility requirements for access to classified information. TS/SCI clearance is required. Must be able to obtain and maintain Special Access Program (SAP) clearance.

The anticipated compensation for this position will be determined based on a variety of job-related factors, which may include the candidate’s relevant education, training, certifications, security clearance and access requirements, years and depth of relevant experience, specialized skills and qualifications, position level, assigned responsibilities, work location, applicable contract or customer requirements, internal equity, and the approved compensation budget for the position.
