This is a senior leadership opportunity focused on intelligent transportation systems, transportation systems management and operations, and traffic engineering.
You will direct a diverse portfolio of complex projects serving public-sector transportation clients and communities.
The role combines technical leadership with responsibility for project execution, budgets, schedules, quality, and client relationships.
You will provide senior expertise across traffic signal design, optimization, corridor analysis, traffic studies, and transportation modeling.
You will also shape ITS/TSMO strategies, guide systems engineering deliverables, and ensure compliance with applicable transportation standards.

• Lead a portfolio of ITS, TSMO, traffic engineering, and transportation planning programs, overseeing technical delivery, commercial performance, staffing, budgets, schedules, and quality.
• Serve as a senior client and stakeholder representative, managing relationships with state DOTs, MPOs, cities, transit agencies, subcontractors, and other public-sector partners.
• Direct projects involving ATMS/ATDM deployments, traffic signal systems, multimodal corridors, signal timing and optimization, traffic impact studies, and transportation operations analysis.
• Provide technical leadership for corridor and intersection capacity analysis using tools such as HCS, Synchro, and VISSIM, as well as microsimulation and travel demand modeling.
• Lead the development and review of systems engineering documentation, including Concepts of Operations (ConOps), requirements traceability matrices, and related project artifacts.
• Ensure engineering and planning deliverables comply with FHWA, MUTCD, agency requirements, and applicable design and quality standards.
• Establish and oversee project execution plans, health and safety plans, quality assurance/quality control plans, budgets, schedules, and other required management documentation.
• Monitor project performance, milestones, costs, risks, and schedule commitments, developing corrective action plans when issues arise.
• Manage scope changes and change orders while communicating material impacts to clients and senior leadership.
• Mobilize multidisciplinary resources and build effective project teams in collaboration with technical, business, and operational leaders.
• Lead proposal development, technical pursuits, client presentations, and business development activities to secure additional work and expand client relationships.
• Participate in public meetings, stakeholder workshops, agency coordination sessions, regulatory discussions, and professional industry events.
• Support grant funding strategies and eligibility assessments for transportation programs and initiatives.
• Conduct and oversee traffic studies, impact assessments, peer reviews, technical evaluations, and other engineering analyses.
• Promote technical and commercial excellence through rigorous quality management and continuous improvement practices.
• Mentor engineers, project managers, and technical staff, providing guidance that strengthens organizational capabilities in traffic engineering, ITS planning, and TSMO strategy.
• Represent the organization before public stakeholders, agency review boards, and professional organizations such as ITE, ITS America, and TRB.

• Bachelor's degree in Civil Engineering, Engineering, or a related technical or business discipline.
• Typically 20+ years of relevant professional experience, including substantial experience managing large-scope transportation, infrastructure, engineering, or related programs.
• At least 15 years of progressive experience across traffic engineering, transportation planning, ITS, TSMO, and transportation operations.
• Demonstrated expertise in traffic signal design and optimization, corridor and intersection capacity analysis, traffic impact studies, and traffic operations.
• Hands-on knowledge of HCS, Synchro, VISSIM, microsimulation, and/or travel demand modeling tools.
• Strong understanding of ITS/TSMO programs, including ATMS/ATDM deployments, signal systems, multimodal corridor studies, and transportation operations strategies.
• Experience developing and reviewing systems engineering documentation, including ConOps and requirements traceability matrices.
• Previous responsibility for managing project budgets, schedules, staffing, scope, quality, risk, and commercial performance.
• Strong track record managing public-sector clients and coordinating with state and local transportation agencies, MPOs, municipalities, and transit organizations.
• Professional Engineer (PE) registration is preferred and may be required depending on project or jurisdictional needs.
• Proven ability to lead multidisciplinary teams, mentor technical professionals, and build organizational capabilities.
• Strong business development skills, including proposal development, client relationship management, and technical pursuit leadership.
• Excellent written, verbal, presentation, negotiation, and stakeholder-management skills.
• Ability to balance technical rigor, client priorities, commercial objectives, project constraints, and regulatory requirements.
• Demonstrated ability to work effectively in a collaborative, fast-paced, and highly accountable environment.
• Willingness and ability to represent the organization at public meetings, industry events, and professional forums.

• Salary: $176,900–$332,400 per year, with actual compensation determined by factors such as qualifications, experience, and role requirements.
