About This Position

Hiring Range: $70,596 - $77,656 per year, depending on experience/qualifications

Work Schedule: Generally, 40 hours or more per week; typical schedule is Monday-Friday 8am-5pm, position may involve nights, weekends and holidays as business needs require.

NATURE OF WORK
As a member of the Recreation Division, individuals in this position perform work in a team-based environment supporting the Division’s mission and vision along with the goals, philosophies, and initiatives of the Aquatics division. The Recreation Supervisor under limited supervision develops, designs, coordinates, and manages a wide variety of aquatic and fitness programs and facilities throughout the Town of Windsor. Creates plans and implements approved aquatic and fitness programs, defined by the discipline of the position. This position operates and monitors various aquatic facilities, fitness opportunities, and systems in a safe, efficient manner and identifies repairs needed. The position is responsible for procuring facility-related goods and services, contract overview, facility project management, and assisting in budget development and administration.

SUPERVISION RECEIVED
Individuals work under the direct supervision of the Operations and Facilities Manager to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances.

SUPERVISION EXERCISED
Individuals in this role directly supervise full-time, part-time, and seasonal staff; including but not limited to Aquatic and Fitness Coordinators, Pool Maintenance Technician, Lifeguards, Fitness attendants and part-time and seasonal aquatic staff.
The individual in the Recreation Supervisor - Aquatics and Fitness role is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the town, department, division, and pursuant to laws, regulation, and practices. Individuals in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodation.

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive:

  • Responsible for the management and supervision of the Town of Windsor’s Aquatic and Fitness divisions.
  • Supervises and/or performs the planning, designing, marketing, administration, and delivery of programs and events in aquatics and fitness.
  • Assures facilities such as swimming pools, concessions, lake, and recreation center are operational, safe, and kept up to Town of Windsor standards.
  • Determines appropriate scope of recreation programs and fitness opportunities through cooperation with other government agencies, schools, museums, and not-for-profit organizations.
  • Coordinates recreation activities and events with other town departments/divisions and outside agencies.
  • Assures instructors, coaches, personal trainers, team leaders, etc. possess and maintain necessary qualifications/certifications before they perform duties.
  • Promotes and plans methods of acquiring revenues or growing participation in events for recreation programs and fitness.
  • Prepares and monitors capital improvement budget and annual operating budget for recreation division/program.
  • Manages the expenditure of funds for each program to ensure budgeting compliance.
  • Approves/denies overtime and leave requests and recalls employees to work in emergencies.
  • Represents town and the Recreation Division in contact with program participants, their families., and the public.
  • Handles complaints and settles disputes.
  • Coordinates with outside agencies as needed to share facilities, offer new programs and keep up with new policies and procedures.
  • Prepares purchase orders, RFPs, and invoice requests.
  • Maintains knowledge of state and county health/safety codes, regulations, and building codes.
  • Takes precautions to ensure staff and public safety. Ensures compliance with operational and safety procedures for programs, facilities, and equipment.
  • Delivers and trains staff in exceptional customer service by providing a variety of general information to the public regarding programs, questions, complaints, and surveys guests as needed.
  • Assists in preparing public information including activity guides, news releases, and special announcements.
  • Supervises staff. Responsible for hiring, training, assigning, reviewing, and planning the work of others. Monitors and communicates performance standards. Corrects employee deficiencies. Coordinates activities. Allocates staff, and recommends employee transfers, promotions, and salary increases.
  • Monitors staff clock-in and out procedures.
  • Analyzes business operations, problems, and challenges and recommends changes.
  • Develops and implements best management practices policies and procedures as well as ensures compliance with these procedures. Evaluates and enhances current customer service policies. Prepares reports and audits to monitor and improve customer service effectiveness and membership retention.
  • Prioritizes and evaluates work orders, assigns duties, reviews progress, and modifies schedules to meet appropriate levels of service to maximize productivity.
  • Supervise and coordinate the operation, maintenance, and repairs of town-owned buildings and building systems; develop and manage preventative maintenance and building repair plans and programs specific to aquatic and fitness areas.
  • Ensures the completion of daily work progress is input into software program and compiles reports using this input.
OTHER DUTIES
Depending on organizational need, additional duties may include the following:
  • The Recreation Supervisor position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check.
  • Performs research as directed, such as discovering new technology or tools, market research, etc.
  • Performs related duties as established by law/ordinance or reasonably directed by the town.
  • Assists other town departments/divisions, as necessary.
  • Strong knowledge of sustainable building maintenance practices including energy management.
  • Ability to stay abreast of current trends in fitness, aquatic, and maintenance processes and products.
  • Knowledge of HVAC, electrical, swimming pools, circulation, boiler, and plumbing systems.


  • Bachelor’s degree in recreation or related field (tourism, recreation, communications, facility management, etc.)
  • Four (4) years of program experience in a related field.
  • Two (2) years of increasingly responsibly professional, technical, and/or supervisory experience in recreation programming or facility management.
  • Two (2) years of progressively responsible supervisor experience required.
  • Working background and experience in pool mechanical operations and facility maintenance.
  • Any equivalent combination of training and experience that provides evidence the applicant possesses the required knowledge, skills, and abilities to perform the essential functions of the job.
LICENSES OR CERTIFICATES
  • Must have a current Colorado Driver’s License or the ability to obtain one upon hire, that meets the Town of Windsor’s standards.
  • CPR/1st Aid certification within three (3) months of employment.
  • AFO or CPO certification required within 1 year of employment.
KNOWLEDGE, SKILLS & ABILITIES
  • Ability to read and write as well as interpret written instructions, diagrams, and schedules is essential.
  • Ability to communicate effectively both verbally and in writing.
  • Knowledge of MS Word, Excel, Outlook.
  • Basic knowledge and use of SDS (Safety Data Sheets), including locations within each facility.
  • Knowledge of recreational programming, fitness, aquatics and facilities.
  • Knowledge of budgeting principles.
  • Ability to learn and utilize scheduling software, time clock systems, registration software, asset management software etc.
  • Ability to utilize a variety of advisory data and information, such as town and Parks and Recreation policy and procedures, Certified Pool Operators Manual, and Lifeguard Manuals.
  • Ability to work with people of all ages and abilities. Ability to utilize tact when enforcing policies and rules.
  • Ability to react quickly and effectively to implement appropriate procedures during emergency situations.
  • Ability to receive verbal or written instruction and/or information and respond with appropriate action.
  • Skilled in communicating or requesting information regarding projects to or from requestors.
  • Ability to follow and enforce town policies and guidelines.
  • Ability to remain tactful, helpful, and friendly in dealing with the public and other employees.
  • Must possess a combination of creative, technical, analytical, organizational, communication, and interpersonal relationship skills, as well as professionalism.
  • Skilled at solving problems and working under pressure.
  • Ability to multi-task and prioritize to meet deadlines
  • Ability to work independently or in a team environment as needed.
  • Ability to maintain all required certifications throughout employment.
MATERIALS and EQUIPMENT USED
Materials and equipment used include, but may not be limited to the following:
  1. Equipment: Position requires use of a variety of equipment: computers, tablets or other digital equipment, copiers, printers, scanners, telephones, associated software, ladders, power tools, carpenter tools, plumbing and electrical equipment.
  2. Materials: Position requires use of a variety of cleaning chemicals and pool chemicals.

The physical activities of this position include, but are not limited to, the following: reaching, standing, walking, climbing, balancing, stooping, kneeling, crouching, crawling, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions.
The physical requirements of this position are considered Medium Work, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes.
The employee is subject to inside environmental conditions, subject to noise.
The worker is subject to atmospheric conditions: One or more of the following conditions that affect the respiratory system of the skin: Fumes, odors, dusts, mists, gases or poor ventilation.
