About This Position
Position Description: The two Program Specialists for the Professional Development Center (PDC) will provide collaborative leadership and subject matter expertise in the establishment and implementation of the PDC at Restore Education. The purpose of the PDC is to provide professional development and technical assistance to support and advance adult educational pathways to in-demand careers across the state of Texas with an emphasis on system integration. The Program Specialists reporting to the PDC Project Manager will offer expertise in curriculum design, delivery models, collaboration, facilitation, and implementation of a multi-faceted professional development center to support integration of AEL (Adult Education and Learning) and IET (Integrated Education and Training) best practices, improve Texas workforce system alignment, and enhance employment and post-secondary outcomes for priority populations. This will include a combination of leading and supporting multiple interrelated activities such as a cohort based professional development academy, multi-day symposium, regional events, webinars, online professional development portal, and employer resource hub as well as additional technical assistance projects. The position will work in close collaboration with the PDC team and diverse stakeholders including but not limited to Texas Workforce Commission (TWC) personnel, adult basic education providers, post-secondary institutions, students, large employer representatives, and community members. This is a full-time position, accountable to the PDC Project Manager, which requires the exercise of discretion and independent judgment with respect to matters of significance related to the management and implementation of the PDC.

Schedule: Full-time hours with flexible schedule (some Evenings and Weekends required). Travel within state of Texas required up to 30% of time.
Location: Remote or hybrid (with location in the state of Texas required).

Responsibilities
The two Program Specialists will be responsible for co-creating and executing the following scope of work with leadership and guidance from the Project Manager and with the support of an Administrative Coordinator and contracted Marketing and Event team:
A cohort-based learning academy made up of adult education providers across Texas focused on strengthening workforce and training integration inclusive of growing labor markets, increasing accessibility and incorporating best practices for diverse learners.
An annual multi-day Professional Development symposium engaging diverse cross-sector stakeholders to support integration of AEL and IET best-practices, improve Texas workforce system alignment, and enhance employment and post-secondary outcomes for priority populations.
A minimum of three development regional professional development workshops targeted for AEL Providers to support integration and adoption of AEL and IET best practices and enhance statewide post-secondary outcomes for priority populations in collaboration with a regional workgroup.
Advise on online PDC content including webinars, professional development resources, event content, and a contract trainer database
Design an employer engagement hub and serving as a key advisor on employer engagement strategies and integration
Development of all PDC content and curriculum, including the development of high-quality learning and training materials, identification of dynamic speakers and facilitators, creation of contextualized content utilizing industry research and evidence-based best practices to meet stakeholder needs and align with TWC strategic plan.
Full implementation of PDC learning and training components including advising on content delivery methods and needed resources, recruitment and engagement plans, and event logistics.
Advise on the creation of and support execution of an evaluation plan to ensure PDC curriculum and activities align with TWC strategic plan and result in measurable outcomes to advance stated goals.
Additional Responsibilities:
Provide direct technical assistance to AEL providers as needed
Identify and build relationships with subject matter experts to support content development and delivery
Track activities and session evaluations to support on-going reporting requirements and contribute to a comprehensive annual evaluation report
Provide leadership and support as requested to support PDC activities as needed to successfully launch the PDC and successfully meet all TWC expectations and requirements
Performs related duties and fulfills responsibilities as required and/or assigned.
Education and Experience
Aligned with Restore Educations mission and core values; post-secondary success is for everyone.
Bachelors Degree from an accredited college or university with major coursework in Education, Social Sciences, Psychology, Interdisciplinary Studies, or a related field of study. Masters degree preferred.
Experience in designing and implementing integrated education and training programs required
3+ years of direct experience teaching and/or facilitating trainings for adult learners
3+ years of contextualized, evidence-based curriculum development and design experience with an emphasis on professional development and adult learners
Experience in workforce development and cross-sector employer engagement
Experience designing, delivering content, facilitating engagement and leading conferences, workshops and webinars required
Experience managing logistics and budgets for complex multi-day events, meetings or conferences preferred
Experience working with diverse stakeholders including community-based organizations, government agencies, post-secondary institutions, industry associations and school districts highly desired
Experience working with complex, high-growth organizations and comfortable engaging with and presenting at senior levels.
Experience in developing program recruitment and outreach plans and materials preferred
Experience in content evaluation and outcomes measurement preferred
Website content creation and development experience preferred

Knowledge and Skills
Knowledge of the adult education system, workforce development pipelines and career pathway resources across Texas.
Able to navigate a high degree of complexity in scheduling, organizing and managing calendars, event and meeting logistics.
Strong attention to detail and accuracy; persistent follow-through skills.
Expertise in turning research and evaluation into relevant, dynamic learning opportunities with the ability to drive multilayered conversations to consensus, including conceptualize the implications of quantitative and qualitative data, sometimes amid disparate and even contradictory information.
Impeccable writing, presentation and oral communication skills, and the ability to synthesize and translate complicated materials into clear and simple language. This includes the translation of academic research into practical, applicable knowledge and tactics.
Sound judgment, keen analytical and business strategy skills, and the ability to think critically, make decisions, and justify recommendations and results based on data and analysis.
Strong project, time, and people management skills, including demonstrated ability to think independently and with limited supervision, flexibility, and tolerance of ambiguity are pre-requisites. Ability to manage and bridge competing priorities and deadlines across multiple stakeholders.
Outstanding interpersonal skills with a professional and genial demeanor, and the ability to work with and lead people with different backgrounds and experiences. Skilled in building mutually beneficial trust-based relationships
Highly energetic, self-motivated, and entrepreneurial, able to balance a meticulous and highly rigorous professional approach with a flexible and empathetic responsiveness to the needs of others. Familiarity with CRM databases i.e. Salesforce, TEAMS

Estimated Annual Salary Range: $65,000-$75,000

LICENSES OR CERTIFICATES
Must possess a valid Class C Texas Drivers License or obtain a valid Class C Texas Drivers License within thirty (30) days after becoming a resident of the State of Texas.

Physical requirements include visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting, standing, bending, twisting, and walking to perform the essential functions.
