About This Position
Overview:
Under the supervision and direction of the Risk and HIPAA Privacy Officer, the Manager of Health Information is responsible for the management of the Health Information Management (HIM) department operations, its functions and activities (i.e., scanning, audits, record retention and destruction, release of information, etc.), implementing effective policies and procedures, and monitoring of HIM activities to assure that all processes are value added and completed in an error-free, quality fashion. In addition, this role is responsible for managing and securing patient records in compliance with Rhode Island State and federal law for paper and electronic storage of patient information. The Manager, Health Information ensures that patient records are accurate and complete to facilitate patient care, billing, and quality improvement.
Essential Duties & Responsibilities:
Management
•Manages all the activities and functions of the HIM department.
•Plans and prioritizes in accordance with departmental goals, turnaround time standards, objectives, etc., so that deadlines are met.
•Develops and provides periodic in-services and educational sessions of HIM related topics to other departments.
•Assists in the uploading of digital faxes, scanning, sorting mail, and lab reconciliations.
•Participates in committees and meetings as appropriate or assigned. Plans, implements and supports proficient health information management systems and medical record keeping processes.
•Supervises and coordinates the HIM staff and their associated functions and manages resources/projects effectively.
•Identifies and evaluates operational problems, troubleshoots and facilitates suitable solutions with staff.
•Receives and reviews subpoenas and court orders for health records and checks for validity and notifies the Risk and HIPAA Privacy Officer prior to records being released.
•Conducts follow-up record reviews to ensure points of clarification regarding chart audits are satisfied.
•Serves as a liaison to Gorwood Systems, Inc. or other support vendors; coordinates storage and retrieval of health records, clinical logs and other PCHC records and electronic media held in storage.
Qualifications/Education

•Completion of a two-year program in Health Information or equivalent experience typically acquired by four years previous experience working in Health Information required. Knowledge of Rhode Island State and federal laws and HIPAA Privacy regulations regarding release of information required.
•Analytical abilities and good judgment necessary to evaluate, often under pressure, the legal rights of requesting parties.
•Excellent verbal and written communication skills.
•Medical terminology required.
•Presentation skills preferred.
•Proficient computer skills are required including working with an electronic health record, windows applications and Microsoft.
Experience
A minimum of 5 years’ experience in a healthcare organization, to include demonstrated leadership, preferably in a patient-centered or community health center environment. Familiarity with operational, financial, quality improvement and privacy regulations is a must.
