POSITION TITLE: Human Resources Manager FLSA: Exempt
REPORTS TO: Chief of Staff DATE: March 2019
DIVISION: Finance & Administration

POSITION PURPOSE
Under the general supervision of the Deputy CEO, the Human Resources Manager is responsible for administering various Human Resources plans and procedures for all agency personnel; assist in development and implementation of personnel policies and procedures, prepares and maintains employee handbook and policies and procedure manual. The areas of oversight/responsibility include, but not limited to, maintaining personnel files, processing personnel action forms, processing payroll and allocations and preparing the related journal entry for accountant to enter into the accounting system, coordinating benefits, responsible for recruiting efforts, providing training for new and current employees on communication systems, compiling payroll data for processing and administrative supportive services: creating forms, preparing documents, compiling reports, responsible for DOES monthly reporting , processing . The incumbent performs a variety of administrative functions, maintain databases, and follow established protocol for efficient day-to-day operation of the Agency. He/she conducts special projects as assigned and provides administrative support to the Finance and Administration Department.
PRINCIPLE ACCOUNTABILITIES
Human Resources Maintains personnel files in compliance with applicable legal requirements. Keeps employee records up to date by processing employee status changes in a timely fashion. Processes personnel action forms and assures proper approvals. Assists in the hiring process by coordinating job postings, reviewing resumes, performing telephone interviews and reference checks. Calculates and provides staff with annual fringe benefit allowance, reviews enrollment forms for accuracy. Benefits administration in which he/she coordinates health, dental, life and disability insurance enrollments and communicates with service providers concerning routine administration of programs.
Requirements:EDUCATION:
Bachelor's degree in human resources required or a combination of 7 years' experience and education. SHRM or PHR certification preferred.
QUALIFICATIONS:
Minimum of three (7) years of job-related experience, in a human resource department, technical experience, including responsibility for maintaining computer systems or any equivalent combination of education and experience that provides the required knowledge, skills and abilities. Demonstrated experience using Microsoft Office products to include Word, Excel, Publisher, and Access. Ability to type 40WPM; create tables, charts and other presentation documents. Strong verbal, writing, interpersonal and organizational skills. Ability to organize and prioritize multiple tasks. Must be a self-starter, self- directed and able to work independently and within a team.
