About This Position


Lincoln County's HHS Administration team are looking to add a new member to their team to help facilitate and coordinate the HRSA 340B Drug Discount Program


The person in this position will coordinate with our Third-Party Administrator to implement and maintain our 340B Drug Pricing Program. Serve as the county’s compliance expert on 340B Program details, policies and procedures. Maintain compliance with all program directives and prepare for program audits. Keep up to date on all program training and certifications and communicating program performance and metric standards to HHS Leadership team.


This role is also responsible for providing analysis, research, and reporting for general ledger and budget activities & accounts related to the 340B Program to the Health and Human Services Finance Manager, Director, and other county staff as requested. Special projects as assigned, which includes a variety of complex confidential duties relating to budget and accounting, including record keeping, research, and problem solving.

340 B Coordination:

  • Coordinate with our 3rd Party Administrator to implement and maintain our 340B Drug pricing program.
  • Responsible for the day-to-day management, compliance review, and operations of clinic-administered medications in eligible locations, outpatient prescriptions fulfilled by an owned pharmacy, and outpatient prescriptions fulfilled by a contract 340B pharmacy.
  • Conduct monthly audits of all 340B-eligible locations to verify adherence with the 340B Program guidelines and policies
  • Monitor and assess 340B guidance and/or rule changes, including, but not limited to HRSA/OPA rules and Medicaid changes
  • Attend regular 340B trainings and share lessons and hot topics with staff.

Accounting:

  • Perform a variety of complex, confidential duties involving fiscal record keeping, research, and problem solving
  • Review monthly financial reports in accounting system for coding accuracy in all HHS Funds.
  • Monitor financial status by comparing datasets with projections.
  • Develop and maintain confidential, protected databases to monitor fiscal performance, and provide managers with insights into risks and opportunities
  • Prepare journal entries as required.
  • Assemble and compile financial data.
  • Manage HHS purchasing transactions per county policy and procedures.
  • Prepare assigned required monthly, quarterly, annual, and bi-annual financial reporting to federal, state, and local fiscal agencies. Assist with other reports as needed.
  • Uphold fiscal standards through consolidation of quarterly reporting and thorough internal analysis of financial data.
  • Ensure effectiveness, accuracy and timeliness of forecasting, reporting, accruals, collections, and other financially related processes and systems on a weekly and monthly

Other functions:

  • Ensure adherence to HHS policies and procedures and quality improvement objectives, and participation in assigned committees/work groups.
  • Perform other administrative tasks as required by the Finance Manager
  • Assist with budget preparation; prepare cost estimates for budget recommendations and submit justifications for requests for expenditures.
  • Follow all safety rules and procedures established for work areas.




Minimum Education Level

Associates and/or Professional Certification

Minimum Experience Level

Two- Three years working in a Pharmacy or an Accounting/Finance department.

Desirable Qualifications:

Associates in pharmacy preferred. Pharmacist or Pharmacy Tech with 340b certification preferred.
