Senior Business Process Engineer

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Business Process Engineer based in United States.

This role offers the opportunity to drive meaningful improvements in Medicaid eligibility and enrollment operations through strategic process redesign and operational transformation.
The position focuses on analyzing complex business workflows, identifying improvement opportunities, and supporting the implementation of future-state processes.
You will collaborate with stakeholders across operations, technology, policy, and project teams to deliver solutions that improve efficiency and service quality.
The role combines process engineering expertise, regulatory understanding, stakeholder engagement, and change enablement.
You will help translate business needs into actionable requirements, documentation, workflows, and implementation plans that support critical public-sector programs.
This position is ideal for a process improvement professional who enjoys solving complex challenges and creating sustainable operational improvements.

Accountabilities:

The Senior Business Process Engineer will lead and support business process improvement initiatives focused on Medicaid eligibility and enrollment operations, ensuring alignment between regulatory requirements, operational goals, and stakeholder needs.

  • Serve as a subject matter expert for eligibility and enrollment business process redesign, operational improvements, and implementation planning.
  • Analyze current-state workflows and design future-state processes using structured improvement methodologies such as DMAIC.
  • Support the implementation of state and federal regulatory changes impacting Medicaid eligibility and enrollment operations.
  • Translate business requirements, policy updates, and stakeholder feedback into process maps, standard operating procedures, documentation, and recommendations.
  • Facilitate stakeholder workshops, interviews, workgroups, planning sessions, and process improvement activities.
  • Collaborate with internal teams, government stakeholders, vendors, and project partners to align priorities, risks, dependencies, and implementation activities.
  • Improve operational workflows related to task assignment, workload management, leadership processes, call center operations, and member-facing services.
  • Research policies and assess impacts on business processes, system workflows, documentation, training requirements, and service delivery.
  • Support readiness activities, including communications, training coordination, adoption planning, and organizational change initiatives.
  • Use project management and collaboration tools to track deliverables, maintain documentation, and support reporting activities.
  • Apply quality assurance and quality control practices to review deliverables, identify risks, and promote continuous improvement.
Requirements:

The ideal candidate will bring strong experience in business process engineering, Medicaid operations, and stakeholder collaboration, with the ability to manage complex transformation initiatives.

  • Deep understanding of business process redesign within a state Medicaid eligibility and enrollment environment.
  • Minimum of three years of experience working for or with a state Medicaid agency.
  • Experience supporting Medicaid eligibility and enrollment operations, regulatory changes, task management, workload processes, call center workflows, or related business functions.
  • Experience leading process analysis, redesign efforts, implementation planning, and operational improvement initiatives.
  • Strong facilitation, communication, presentation, writing, and documentation skills.
  • Ability to collaborate effectively with government stakeholders, vendors, technical teams, and cross-functional project groups.
  • Strong organizational skills with the ability to manage multiple priorities, deadlines, and deliverables.
  • Knowledge of quality assurance, quality control, and proactive issue management practices.
  • Proficiency with tools including Microsoft Project, Excel, Word, PowerPoint, Visio, SharePoint, Teams, Outlook, Jira, Webex, and Zoom or similar platforms.
  • Experience with vendor-managed Medicaid systems, call center platforms, task assignment tools, or public-sector technology environments is preferred.
  • Experience supporting organizational readiness, training, change management, or stakeholder engagement initiatives is a plus.
