Program Description
Depaul USA's St. Louis programs provide a continuum of affordable and permanent supportive housing for individuals experiencing homelessness and other vulnerable populations. Services include scattered-site permanent supportive housing for adults living with serious mental illness and behavioral health needs, a specialized permanent supportive housing program for unaccompanied youth experiencing chronic homelessness, affordable housing for low-income individuals and seniors, and refugee housing.
Position Description
The City Director, St. Louis provides strategic and operational leadership for all Depaul USA programs in the St. Louis region. The City Director is responsible for program operations, financial stewardship, staff leadership, regulatory and grant compliance, community partnerships, and the continued growth of Depaul USA's services. Working collaboratively with organizational leadership, the City Director cultivates relationships with funders, government agencies, community partners, and donors to advance the organization's mission.
Primary Duties and Responsibilities
Essential Functions
• Provide strategic leadership for all Depaul USA programs in St. Louis by developing and implementing organizational goals and vision, and communicating that vision to staff, community partners, funders, and public stakeholders.
• Build and maintain strong relationships with local government officials, funders, community organizations, and other stakeholders to strengthen services for people experiencing homelessness and housing instability.
• Provide overall leadership and oversight of all St. Louis programs, partnering with Program Coordinators and Managers to develop and maintain effective systems, policies, procedures, and service delivery practices.
• Partner with Program Coordinators and Managers to recruit, develop, supervise, and retain qualified staff and volunteers while fostering a positive, mission-driven workplace culture.
• Oversee compliance with all federal, state, local, and private funding requirements, ensuring timely completion of required reports, including HUD reports, Office of Homeless Services reports, Annual Performance Reports (APR), grant renewals, technical submissions, and other required filings.
• Work closely with the Chief Executive Officer and Senior Director of Development to cultivate relationships with business, philanthropic, and community partners and expand non-government funding opportunities.
• Collaborate with the Development Department to support fundraising strategies, donor cultivation, campaigns, special events, and community engagement activities.
• Develop and implement strategies to strengthen and expand St. Louis programs both financially and programmatically.
• Develop, maintain, and support an engaged Local Advisory Council to provide strategic guidance, community engagement, and fundraising support.
• Manage annual operating budgets, monitor financial performance, and ensure programs operate within approved budgets while maintaining sound fiscal stewardship.
• Ensure accurate collection, analysis, and reporting of program data, outcomes, and performance measures to support compliance, evaluation, and continuous improvement.
• Oversee hiring, onboarding, coaching, performance management, professional development, and other personnel functions in partnership with the Human Resources Department.
• Collaborate with Finance, Development, and other organizational departments to ensure effective financial management, grant compliance, and operational excellence.
Additional Tasks and Responsibilities
• Supervise, mentor, and evaluate staff while promoting accountability, professional growth, and high-quality service delivery consistent with Depaul USA's mission and values.
• Provide leadership during crises and ensure appropriate interventions and continuity of services in accordance with organizational policies and procedures
• Represent Depaul USA by attending community meetings, participating in the St. Louis Continuum of Care (CoC), networking with partner agencies, and advocating for individuals experiencing homelessness.
• Conduct tours and presentations for community partners, donors, volunteers, and visitors.
• Develop and maintain collaborative relationships with community organizations, service providers, and government agencies.
• Ensure appropriate maintenance of financial, operational, programmatic, and statistical records necessary for the effective operation of all St. Louis programs.
• Perform other duties as assigned.

• Stays informed of current local and national events, trends, and issues (wherever possible) that impact Depaul USA’s work with the homeless.
• Strives continuously to develop the role in collaboration with the supervisor to ensure that all tasks are undertaken effectively and appropriately, meeting the strategic goals and objectives of Depaul USA.
• Participates in internal/external meetings as required and attends training events, conferences, and other functions as necessary. Participates in regular supervision and annual appraisal and helps in identifying your job-related development and training needs.
• Ensures adherence to all Depaul USA policies and procedures, particularly those relating to Health and Safety, Safeguarding, Code of Practice, and Confidentiality.
• Contributes to the effective implementation of Depaul USA’s Equal Opportunities Policy as it affects both the organization and its work with this client group.
• Undertakes the role professionally, always maintaining a high-quality work standard and always working in accordance with the Vision, Mission, and Values of Depaul USA.
• Undertakes any other duties that may be required which are commensurate with the role.
Qualifications
The ideal City Director, St. Louis is an experienced, mission-driven leader with a proven track record in nonprofit or human services management. The successful candidate will possess strong leadership, operational, financial, and relationship-building skills, along with a commitment to serving individuals experiencing homelessness and housing instability.
• Bachelor's degree in Social Work, Human Services, Business Administration, Public Administration, Nonprofit Management, or a related field.
• Minimum of five (5) years of progressive management experience, preferably in nonprofit, housing, or human services organizations.
• Demonstrated experience leading teams, supervising staff, and managing multiple programs or projects.
• Experience managing budgets, grants, contracts, and regulatory or funding compliance, preferably including HUD-funded programs.
• Proven ability to build and maintain collaborative relationships with funders, government agencies, community partners, and other stakeholders.
• Excellent leadership, organizational, communication, and problem-solving skills, with the ability to manage competing priorities effectively.
• Proficiency in Microsoft Office Suite and the ability to learn organizational software systems.

Work Schedule
• In-person, primarily based in a Depaul USA, St. Louis Program Site.
• Monday-Friday, between 7am - 5pm CST, but schedule may need to be altered to be present and supervise all shifts.
• In rotation with the leadership team on call evenings, nights, weekends and holidays.
