Job Description
The City of Biddeford (population 22,300) is seeking an experienced Director of Human Resources to lead the City’s HR Department. The Director will lead our dedicated team of HR professionals and support our outstanding workforce of 244 full-time and 119 part-time seasonal employees. The Director plays a key role in ensuring consistency and quality across all HR administrative and employee support functions.
About the Role
Reporting directly to the City Manager, the Director will join the city at an important time of organizational transition and will be expected to work both strategically and directly in the day-to-day HR function. The successful candidate will plan, direct, and manage all functions of the Human Resources Department while strengthening HR Practices, improve and implement processes and documentation, and rebuild consistency and trust across the organization.
This position oversees HR Operations for a diverse municipal workforce that includes non-union employees and 4 unionized collective bargaining units. The ideal candidate will possess strong labor relations experience with a commitment to public service and serve as a trusted advisor to the City Manager, department heads, elected officials, and employees.
Responsibilities
- This is a working HR Director role requiring both strategic leadership and hands-on execution.
- Advise the City Manager, department heads, supervisors and elected officials on Human Resources matters.
- Assure compliance with the federal and state compliance requirements of state and federal laws
- Administer and interpret multiple collective bargaining agreements while fostering positive labor-management relationships.
- Develop, recommend and implement personnel policies and procedures.
- Oversee recruitment strategies to attract and retain a highly qualified workforce.
- Direct classification and compensation studies and administer pay plans
- Ensure compliance with all federal and state employment laws including FLSA, FMLA, ADA, OSHA, Maine Human Rights Act, Maine Paid Family and Medical Leave, Maine Earned Paid Leave and Maine Pay Transparency requirements
- Oversee employee benefits administration and wellness initiatives
- Advise managers, supervisors and employees in ways of working together, and proactively helping people resolve any interpersonal or inter-departmental issues
- Lead investigations involving employee complaints, misconduct, harassment, and workplace concerns
- Supervise Human Resources staff
- Develop succession planning and workforce development initiatives
- Prepare and administer the Human Resources Department budget
- Manage HR records, reporting, and confidential personnel information.

Requirements:Required Qualifications
- A minimum of five years of progressively responsible human resources management experience
- Three years of supervisory experience
- Experience working with unionized employees and collective bargaining agreements.
- Strong working knowledge of benefits administration, recruitment, HR recordkeeping, and applicable employment laws.
- Exceptional organizational, analytical, and communication skills.
- Demonstrated ability to handle confidential information with discretion.
- Collaborative, professional, and approachable.
- Detail-oriented, proactive, and able to manage multiple priorities.
- Skilled at balancing employee support with organizational compliance.
- Comfortable taking ownership of administrative, operational, complex labor relations, and disciplinary issues

Preferred Qualifications
- Bachelor’s degree in human resources, Public Administration, or a related field
- Progressively responsible HR experience in the municipal or public sector preferred but not required
- Proficiency with HRIS and Microsoft Office Suite; experience with Paylocity or similar systems a plus.
- SHRM-SCP, SHRM-CP, IPMA-HR, SPHR, or PHR certification
