Location: SBCS Headquarters
Schedule: General program hours are 8:30 a.m. – 5 p.m. Candidate must also be available to work evenings and weekends, as needed, to support, guide and assist staff and to meet the various needs of the program.

Program
The Workforce Development Programs provide comprehensive employment, education, training, and supportive services to youth and young adults facing barriers to employment and self-sufficiency. Through individualized case management, career exploration, work-based learning, occupational skills training, supportive services, and employer partnerships, the programs prepare participants for long-term success in education, employment, and career pathways. Services are delivered in collaboration with community partners, educational institutions, employers, and public agencies to promote equitable access to workforce opportunities and positive outcomes.
Essential Duties and Responsibilities:
Under the supervision of the Program Director, the Program Coordinator is responsible for planning, coordinating, and overseeing the daily operations of Workforce Development programs to ensure effective service delivery, contract compliance, and achievement of program performance goals. The Program Coordinator provides leadership and supervision to program staff in the development of team goals and objectives, monitors participant progress and program outcomes, develops partnerships with employers and community organizations, and ensures services are delivered in accordance with agency policies, funding source requirements, and best practices. Program coordinator collaborates with the Program Director to ensure adherance to the contract scope of work. Services are delivered within a team-based framework and aligned with the agency’s mission, goals, and objectives.
- Manage the daily operations and overall administration of the EXCEL team and program.
- Coordinate the day-to-day operations of assigned Workforce Development programs to ensure successful implementation of program goals, contract deliverables, and agency objectives.
- Promotes continuous quality improvement while supporting participants in achieving education, training, and employment success.
- Supervise, coach, mentor, and evaluate assigned staff while fostering a collaborative, accountable, and participant-centered team environment.
- Monitor participant enrollment, engagement, service delivery, and program outcomes to ensure quality services and successful participant progression.
- Conduct regular case reviews, staff meetings, and performance discussions to identify participant barriers, monitor progress, and implement improvement strategies.
- Ensure compliance with federal, state, local, agency, and funding source requirements, including documentation standards, data quality, and program policies.
- Review program performance data, reports, and outcome measures to identify trends, monitor progress toward contractual goals, and implement corrective strategies when needed.
- Collaborate with the Eligibility & Compliance Specialist to support participant eligibility, enrollment integrity, quality assurance, and monitoring activities.
- Coordinate supportive services, training activities, work-based learning opportunities, internships, and employment placements to support participant success.
- Develop, maintain, and strengthen partnerships with employers, training providers, educational institutions, community organizations, and public agencies to expand participant opportunities.
- Support staff in developing individualized service strategies that address participant barriers and promote education, training, credential attainment, and employment outcomes.
- Prepare and review required reports, program documentation, and performance data to ensure timely and accurate reporting.
- Assist with monitoring visits, audits, corrective action plans, and continuous quality improvement initiatives.
- Coordinate outreach, recruitment, orientations, workshops, hiring events, graduations, and other program activities.
- Provide guidance and support in addressing participant concerns, crisis situations, and service coordination while ensuring appropriate referrals and follow-up.
- Establish and maintain effective working relationships with agency staff, funding representatives, community partners, employers, and referral sources.
- Participate in agency meetings, trainings, collaborative initiatives, and special projects that support Workforce Development services.
- Stay informed of workforce development regulations, labor market trends, and industry best practices to support effective program implementation.
- Attend and participate in Leadership Team meetings, team meetings, department meetings, agency meetings, and committees as assigned.
- Perform other duties as assigned by the Program Director.
- Bachelor’s degree in social work, psychology or related field, OR a minimum of 4 years of experience providing direct services to youth involved in the juvenile court and foster systems as an equivalency.
- Minimum of 1-2 years of experience in the child, youth and family services field. Experience should preferably have been in a community based or neighborhood service organization.
- Experience in the areas of individual, group, and family counseling, outreach, community education and development, advocacy and case management.
- Bilingual (English/Spanish) preferred.
- Must have strong communication and interpersonal skills.
- Must possess strong critical thinking, problem solving skills and handle crises effectively.
- Must possess initiative, ability to set goals, and prioritize while being highly organized.
- Must be proficient in Microsoft Office Suite, including Microsoft Excel, Word, PowerPoint, Outlook and Teams.
- Ability to work with a diverse population, possess cultural sensitivity, and maintain appropriate boundaries with clients.
Conditions of Employment
- Employment may be conditioned upon satisfactory completion of certain background clearances which may include a Department of Justice criminal background check requiring my fingerprints (Live Scan), screening through the National Sex Offender Public Website, drug test, tuberculosis (TB) test, and such additional clearances as may be required under the program.
- Candidate is required to have reliable transportation; therefore, the candidate must successfully complete a motor history check. Candidate must also possess and maintain a current valid California driver’s license and valid auto insurance policy. (Approximately 30% of the time.)
Physical demands:
- Mentally and emotionally: Ability to work under deadlines, various projects and dealing with clients in crisis and difficult situations.
- Must be able to remain in a stationary position during shift.

- Transports an object, from 20 to 50 lbs. across the facility, for various needs.

- Ascending or descending stairs and ladders when applicable. Body agility is emphasized.
- Balancing: Maintaining body equilibrium to prevent falling when ascending, descending, traversing.
- Stooping: Bending body downward and forward by bending spine at the waist, requiring full use of the lower extremities and back muscles.
- Handling: Seizing, holding, grasping, turning, or otherwise working with objects or office machinery.
- Communicating: Expressing or exchanging ideas. Communicating is important for those activities in which workers must impart information to clients or to the public, and in those activities in which they must convey detailed or important instructions to other workers accurately, or quickly.
