Job Summary:

The purpose of this position is to serve as the liaison between permit applicants and reviewers through intake and distribution of permit applications, building plans, and other supplemental documents. Provides administrative control over the life cycle of the permitting process. This includes maintenance of permitting information, from input of said permits, route permits to each review agency and/or division, collecting and organizing all review information to the point of permit issuance. Requires knowledge and understanding of the residential and commercial permitting process and contractor licensing regulations.

Essential Functions:

  • Advises customers of laws and ordinances regulating the issuance of permits and contractor licensing.
  • Reviews applications for completeness to ensure that it meets all applicable laws and ordinances for submittal.
  • Serves as the liaison between permit applicants and reviewing agencies and monitors permit applications going through the permit process.
  • Communicates with applicants and other departments and agencies regarding review deadlines, questions, permit holds and releases. Advises applicants when permits are ready for issuance.
  • Processes walk-through permits and verify product approval numbers as needed.
  • Operates a personal computer to enter permit applications and transactions of all supporting documents into the computer system and ensure accurate information prior to permit issuance.
  • Prepare, scan, and distribute applications, building plans and other supplemental permit documentation received for review.
  • Determine department assignment and timeframe for application reviews based on project type.; assign projects, distribute documents, notify all applicable reviewers, and monitor the review process using reports and other tools available.
  • Monitors applicant response and resubmittals and provides follow up communication with applicant as needed.
  • Make recommendations on procedures to maintain and improve the efficiency of the receipt and distribution of permit applications, building plans, and revisions.
  • Receive phone calls regarding permitting, scheduling inspections, etc.
  • Reviews state registrations for compliance with minimum licensing requirements and enters information into the computer to create licensing registration record.
  • Prepares correspondence regarding permitting and permit reminder/notification letters.
  • Assists with and assumes responsibilities as needed in other areas of the Community Development Department as assigned.

Requirements:

Minimum Qualifications (KSAs):

  • Knowledge of applicable federal, state, and local laws, ordinances, statutes, regulations, rules, policies and procedures.
  • Knowledge of proper phone etiquette.
  • Knowledge of basic customer service principles, office practices, procedures, and equipment.
  • Knowledge of current computer applications and applicable City software programs.
  • Knowledge of the building processes and construction sequences.
  • Skills in data entry, file organization, and cashiering.
  • Skill in keyboarding at least 30 net words per minute.
  • Skill in interacting with people at all levels of the organization, vendors, and general public.
  • Skill in following oral and written instructions.
  • Skill in establishing and maintaining effective interpersonal relationships and functioning in a team environment.
  • Ability to communicate clearly and concisely, orally and in writing, for both administrative and technical purposes.
  • Ability to organize, prioritize, and carry out office work with minimal supervision and under time restraints.

Education, Training and Experience:

  • Graduation from an accredited high school or possession of an acceptable equivalency diploma (GED).
  • Five (5) years’ experience in a general office setting with emphasis on customer service and familiarization with operations of office equipment and computer terminals;
  • Two (2) years of experience in building construction, or any equivalent combination of education, training, and experience that demonstrate the ability to perform the duties of the position.
  • Experience working in a municipal or other governmental agency is preferred.

Licenses, Certificates, Special Requirements:

  • Valid Florida Driver’s License
  • Permit Technician certification from International Code Council (ICC) required within one (1) year of employment.
  • Required to pass the National Incident Management System (NIMS) training courses recommended for this position [IS-00700. a., IS-00700. a., and IS-0010. a.] within one (1) year of placement into this position.

The work is sedentary work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. May be required to lift objects weighing up to 30 lbs.

While performing the duties of this job, employees are regularly required to use written and oral communication skills; read and interpret data, information, and documents; analyze and solve problems; use math and mathematical reasoning; observe and interpret situations; learn and apply new information or new skills; work under deadlines with constant interruptions; interact with City staff and other organizations; and may deal with dissatisfied or quarrelsome individuals.
