Job Description

Grants Financial Analyst

Location: Wheaton, Montgomery County, MD | Hybrid work schedule available
Reports to: Controller
Salary Range: $65,000–$75,000 annually

Position Summary

The Grant & Program Finance Specialist is a key financial partner to Pathways to Housing DC’s Montgomery County programs. This role manages grant and contract finances, invoicing, reconciliations, budget monitoring, and financial reporting to help ensure programs remain fiscally sound and compliant with funder and organizational requirements.

Working closely with the CFOO, Controller, and program leadership, the Specialist serves as a bridge between Finance and program operations. The ideal candidate is organized, analytical, detail-oriented, and comfortable working with both financial and non-financial staff to investigate discrepancies, monitor spending, and support sound financial decision-making.

RESPONSIBILITIES

Grant & Contract Financial Management

  • Monitor grant and contract spending against approved budgets, funding restrictions, and contractual requirements.
  • Maintain working knowledge of assigned awards, including funding periods, reimbursement requirements, deliverables, and reporting deadlines.
  • Review expenditures for allowability and compliance and identify potential underspending, overspending, or funding gaps.
  • Support budget development, modifications, reforecasting, grant closeout, and final reconciliations.
  • Maintain organized and audit-ready financial documentation.

Invoicing & Financial Reporting

  • Prepare accurate and timely monthly invoices and reimbursement requests for assigned grants and contracts.
  • Reconcile invoices to the general ledger and approved budgets.
  • Maintain an invoicing and reporting calendar and track submissions, payments, receivables, and outstanding items.
  • Prepare budget-to-actual reports, variance analyses, forecasts, and other management reports.
  • Identify and investigate discrepancies, unbilled revenue, and other financial issues.

Program Financial Support

  • Serve as the primary Finance liaison to Montgomery County program leadership.
  • Meet regularly with Program Directors to review budgets, expenditures, financial performance, and projected spending.
  • Provide guidance on allowable costs, funding restrictions, and proactive financial management.
  • Partner with program and Finance staff to resolve financial discrepancies and strengthen program fiscal management.

Month-End Close & Financial Controls

  • Support monthly close activities, including reconciliations, general ledger review, accruals, and adjusting entries in coordination with the Controller.
  • Maintain supporting schedules for audits, year-end close, and grant reconciliations.
  • Coordinate monthly credit card reconciliation for Montgomery County programs and review transactions for appropriate coding, documentation, and compliance.
  • Maintain and reconcile petty cash funds, logs, and supporting documentation.
  • Support audits, funder monitoring visits, and improvements to internal financial controls.

QUALIFICATIONS

Required Qualifications

  • Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or a related field, or an equivalent combination of education and experience.
  • 3+ years of experience in nonprofit finance, grant accounting, grant management, budgeting, or a related area.
  • Demonstrated experience monitoring budgets, preparing financial reports, and reconciling or investigating financial discrepancies.
  • Proficiency with Microsoft Excel.
  • Strong analytical, investigative, and problem-solving skills with exceptional attention to detail.
  • Ability to manage multiple grants, deadlines, and reporting requirements simultaneously.
  • Ability to work independently while collaborating effectively with Finance and program teams.
  • Strong interpersonal and communication skills, including the ability to explain financial information clearly to non-financial staff.
  • Commitment to confidentiality, accuracy, accountability, and responsible financial stewardship.

Preferred Qualifications

  • Experience in a nonprofit, behavioral health, healthcare, housing, or human services organization.
  • Experience managing multiple grants and contracts simultaneously, including reimbursement-based government funding.
  • Knowledge of federal grant requirements, including 2 CFR Part 200.
  • Experience with government-funded programs.
  • Experience supporting monthly and year-end close activities.
  • Experience with nonprofit accounting systems.
  • Advanced Microsoft Excel skills.
