Job Description

Moalej Builders, Inc. is seeking an experienced Payroll & HR Administrator to manage payroll, certified payroll/public-works compliance, employee onboarding, and day-to-day human resources administration.
This is a hands-on position for someone who is comfortable independently processing payroll and supporting employees throughout the employment lifecycle. Experience with California construction and prevailing-wage / public-works payroll is strongly preferred.

Key Responsibilities:
- Process weekly and/or biweekly payroll accurately and on time.
- Process payroll for salaried, hourly, field, prevailing-wage, union and non-union employees.
- Prepare and submit Certified Payroll Reports (CPRs) for California public-works projects.
- Maintain prevailing-wage classifications, rates, fringe benefits, deductions and employer contributions.
- Handle payroll requirements for PLA/CWA and union projects, including union fringe-benefit reporting and payments.
- Assist with DIR, LCPtracker and other labor-compliance reporting as required.
- Track apprenticeship requirements and assist with applicable DAS documentation.
- Maintain employee payroll records, timecards, deductions, reimbursements, PTO and other payroll information.
- Coordinate new-hire paperwork, I-9s, W-4s, direct deposit and employee onboarding.
- Manage employee personnel files and HR documentation.
- Coordinate employee benefits enrollment, changes and terminations.
- Assist with 401(k), workers' compensation and insurance-related employee administration.
- Prepare offer letters and coordinate pre-employment requirements.
- Assist with recruiting, interview scheduling and candidate communication.
- Coordinate employee onboarding and offboarding.
- Maintain vacation, sick leave and other employee records.
- Assist management with employee policies, handbook administration and HR documentation.
- Respond to employee payroll and benefits questions.
- Coordinate with accounting, project management and outside payroll/benefit providers.
- Maintain confidentiality of payroll, compensation and employee information.
Qualifications
- 3+ years of payroll and/or HR administration experience.
- California payroll experience strongly preferred.
- Construction payroll experience strongly preferred.
- Experience with certified payroll and California prevailing wage highly preferred.
- Familiarity with union payroll, PLA/CWA requirements and fringe-benefit reporting is a major plus.
- Experience with LCPtracker, DIR or similar labor-compliance systems is a plus.
- Strong knowledge of payroll deductions, benefits and employee records.
- Experience with employee onboarding/offboarding and HR administration.
- Strong Excel and Microsoft Office skills.
- Excellent organization, accuracy and follow-through.
- Ability to work independently and meet strict weekly payroll deadlines.
- Strong communication skills and ability to work with both office and field employees.
- High level of discretion and confidentiality.

Preferred Systems Experience:
Experience with Miter, Paychex, Sage Intacct, LCPtracker, Procore or similar construction/payroll systems is preferred but not required.
