Job Description

Position Summary

The Service Line Administrative Director of Behavioral Health Services (HBH) is responsible for the business operations and daily operation of the behavioral health service line, including management of outpatient therapy services and the 2 Central inpatient unit (shared with Nursing). The position oversees the continuum of behavioral health services, how the services are provided, the organization structure/restructuring to ensure efficient operations and high-quality patient care. Position is responsible for all employees within the service line including HR oversite and assurance to HR processes and procedures. The position is responsible for maintaining an executive dashboard of key metrics and reporting out to senior leadership on a regular basis. The position is responsible for business development, strategic planning, growth initiatives (including implementation of changes to support the new strategic directives and growth initiatives), and the financials and budgeting of the Hunterdon Behavioral Health Service Line.

Position collaborates with the Chair of Psychiatry, Physician Executive Leader of Hunterdon, AVP of Hunterdon Medical Group, and
the VP of Operations – HMC nursing and clinical leaders to assure smooth patient care progression and effective outcomes. Directs collaborative efforts with physicians, nurses and patients to incorporate evidence- based practices and appropriate use of resources. Communicate effectively with Hospital leadership in the development of day-to- day and strategic goals.

This position is responsible for maintaining necessary program licensure, Joint Commission accreditation, and NJ Department of
Health requirements for Behavioral Health. This includes ensuring compliance, regular auditing of practices against requirements,
and implementing corrective measures, where applicable. n

Primary Position Responsibilities

Provides leadership and coordination for all functions and aspects of Behavioral Health within the System, including but not limited to:

  1. Serves on all required committees (internal and external) and community boards, and acts as a liaison to the NJ mental health system.
  2. Oversees the functioning of both inpatient and outpatient Behavioral Health services.
  3. Ensures compliance with all State, Local, Federal, Medicare, Medicaid and Joint Commission regulations. May work in conjunction with other Hunterdon staff to ensure compliance with all regulatory bodies. Acts as the lead in preparing for all surveys and accreditation.
  4. Performs continuous competitive analysis to enable HBH to maintain and expand its market share through innovative business development opportunities as well as new grant opportunities at the local, state or federal level.
  5. Plans, Implements and evaluates delivery of overall care to patients in inpatient and outpatient settings.
  6. Oversees the management of all Behavioral Health Services -- operationally and fiscally -- including development of budgets, development of proformas for all new business, understanding of all payors, auditing to ensure that the health system is being paid in accordance with insurance contracts, and identifying opportunities for improvement to commercial insurance contracts.
  7. Works collaboratively with the Central Business Office (CBO) and BH Revenue Integrity Specialist and 3 rd party billing vendor (Simitree) on the oversight and management of billing processes, billing requirements for new services, and collections for denials and unpaid accounts (in conjunction/support of revenue cycle).
  8. Responsible for all aspects of human resource management for the service line including recruiting, interviewing, hiring, training, disciplinary action, coaching/mentoring and development of staff and completion of annual performance evaluations.
  9. Verifies that Behavioral Health Services staff provide safe and effective patient-centered care in assigned Behavioral Health Services areas. Assists Behavioral Health Services personnel in evaluating practice and creating strategies for further improvement. Organizes and evaluates the efficacy of training and subsequent assessments of patient care staff. Ensures that the organization is meeting weekly regulatory expectations to evaluate therapists and ensure that all documentation of services is in accordance with regulatory and insurance requirements. Maintains required competencies for self and all team members within the department.
  10. Collaborates with the Medical Director of Psychiatry, Physician Executive, Hunterdon, AVP, HMG and the CMO of Hunterdon Health Partners on any specific problems of patient care in the Behavioral Health Service line.
  11. Collaborates with County, State, Federal and School systems to grow grant funding and services to the community.
  12. Actively leads and participates in outreach efforts, along with staff, to communicate and educate the community on the behavioral health services available at Hunterdon.
  13. Collaborates with Hunterdon’s Chief Strategy Officer and Long-Range Planning department on opportunities for new business, growth initiatives, and outreach efforts.
  14. Coordinates, facilitates, and manages change within Behavioral Health Services and the health care institution including implementation of new strategic directives such as centralized scheduling, improved business development, improved discharge planning, change from modality specific structure to a continuum of services where therapists are shared resources with a minimum of a primary and secondary therapeutic support service.
  15. Demonstrates effective communication, consultation, negotiation, and collaboration skills with members of the Behavioral Health team and other health system key stakeholders.
  16. Collects and analyzes data related to quality or performance improvement that apply to Behavioral Health Services.
  17. Utilizes effective conflict resolution techniques within units they are responsible for.
  18. Assists in verifying that appropriate personnel, equipment, and supplies are available within the Behavioral Health service line.
  19. Ensure departmental compliance with organizational policies and procedures and regulatory and accreditation standards.
  20. Maintains Executive Dashboard of key BH metrics and analyzes department statistics on a monthly basis to determine potential variances and make adjustments where necessary.
  21. Identify savings opportunities or revenue enhancements that add value to departmental or facility processes.
  22. Provides guidance, support, and constructive feedback to Behavioral Health Services team members.
  23. Acts as a patient advocate and maintains privacy and confidentiality of all appropriate information.
  24. Ensures confidential, easy and prompt access for Hunterdon Medical Center employees and their families warranting Behavioral Health services.
  25. Pursues professional growth and participates in a professional organization.

Qualifications

Minimum Education:

A master's degree in the human service/behavioral health/Nursing field


Minimum Years of Experience (Amount, Type and Variation):

Minimum of 5 years post degree experience in clinical practice and supervision and 5 years of experience in an administrative/management capacity is required


License, Registry or Certification:

Knowledge, Skills and/or Abilities:

Required:

Must have a proven background of success in program development, physician engagement and business growth. Must have experience managing multi-clinical programs and marketing. Knowledge of managed care, DOH, DMHAS, CMS, Joint Commission and Medicaid standards and regulations. Knowledge of NJ behavioral health standards and requirements. Must have excellent communication skills and the ability to work effectively in a matrix role. Working knowledge of NextGen and Affinity preferred.
