Job Description

Adams Communication & Engineering Technology (ACET), Incorporated is a Veteran Owned Small Business (VOSB) system engineering and information technology firm, headquartered in Maryland and Virginia. Incorporated in 1999, we support mission critical Information Technology (IT) business needs for clients within the intelligence community (IC), Department of Defense (DOD), Veteran Administration (VA) and for select commercial clients. Position Summary
ACET is seeking an experienced H‑1 Site Manager to lead all depot-level modification activities and Organizational-Level Contract Maintenance Support (CMS) for the U.S. Marine Corps H‑1 fleet at MCAS New River. This role serves as the senior on-site authority responsible for contract execution, personnel leadership, operational performance, customer coordination, and compliance to all applicable Naval Aviation and quality management requirements.

The Site Manager is the primary interface between ACET and Government stakeholders, including PMA‑276, the Contracting Officer’s Representative (COR), Class Desks, Marine Aircraft Group (MAG) leadership, and squadron maintenance personnel. The manager ensures safe, efficient, and compliant production operations while fostering a culture of quality, accountability, and continuous improvement.

Essential Responsibilities

Program & Operational Leadership

  • Lead and coordinate all H‑1 Depot-Level Modification and O‑Level CMS support operations.
  • Direct daily maintenance activities to achieve safe, efficient, and on-time aircraft production.
  • Develop and implement operational plans aligned with customer schedules, contract deliverables, and production milestones.
  • Provide leadership to supervisors, maintainers, quality staff, and support personnel across multiple work centers.
  • Promote a work environment centered on safety, quality, professionalism, and team performance.

Customer & Stakeholder Engagement

  • Serve as ACET’s on-site representative to PMA‑276, COR, Class Desks, MAG leadership, and squadron maintenance teams.
  • Participate in Government production reviews, planning meetings, maintenance boards, and program management reviews.
  • Coordinate daily priorities with Government stakeholders to ensure alignment and mission success.
  • Build and sustain effective working relationships with all customer organizations.

Maintenance Operations Management

  • Oversee execution of H‑1 depot modifications, O‑Level CMS tasks, Technical Directive installations, and aircraft induction/delivery schedules.
  • Ensure compliance with approved technical publications, engineering directives, and maintenance standards.
  • Manage production metrics, resource utilization, and schedule performance.

Quality, Safety & Compliance

  • Ensure strict adherence to:
    • NAMP 4790 / CNAFINST 4790 requirements
    • AS9100 and ISO 9001 Quality Management Systems
    • OSHA and ACET safety standards
  • Support internal and external audits and ensure timely corrective actions.
  • Drive continuous improvement initiatives and maintain workmanship that meets or exceeds Government expectations.

Financial & Contract Management

  • Manage site operations within established funding and contract constraints.
  • Review labor utilization, staffing requirements, and productivity metrics.
  • Prepare and deliver labor utilization reports, funding status updates, earned value metrics, production summaries, and financial forecasts.
  • Monitor contract burn rates and support leadership with workforce planning, funding adjustments, and contract modifications.

Personnel Leadership & Workforce Development

  • Oversee hiring, onboarding, training, mentoring, and performance evaluations.
  • Maintain staffing levels matched to workload and contractual requirements.
  • Promote employee engagement, professional development, and continued technical proficiency.
  • Ensure all personnel meet required certifications, qualifications, and training standards.

Operational Reporting

  • Produce and present weekly and monthly operational summaries, production metrics, financial data, schedule performance, quality metrics, and risk assessments.
  • Support executive-level briefings to internal leadership and Government stakeholders.

Required Qualifications

  • High School Diploma or GED required.
  • Minimum 12 years of military aviation maintenance experience.
  • Minimum 5 years of aviation maintenance leadership or site management experience.
  • Minimum 3 years managing Navy or Marine Corps aviation maintenance operations.
  • Experience with UH‑1Y and AH‑1Z platforms highly preferred.
  • Strong knowledge of Naval Aviation maintenance programs, NAMP/4790, depot and organizational maintenance, Technical Directive implementation, and aircraft production management.
  • Prior experience working with PMA organizations, COR personnel, and Government customers.
  • Experience managing multi-million-dollar Government aviation maintenance contracts.

Knowledge, Skills & Abilities

  • Expert knowledge of Naval Aviation maintenance systems and processes.
  • Strong understanding of Government contracting and program administration.
  • Demonstrated leadership, decision-making capability, and organizational skills.
  • Ability to manage multiple priorities and complex operational environments.
  • Experience developing and managing labor budgets and funding requirements.
  • Excellent verbal and written communication skills; ability to brief senior leadership.
  • Strong proficiency with Microsoft Office tools (Excel, Word, PowerPoint, Outlook).

Physical Requirements

  • Ability to work in hangar and flight line environments.
  • Must be able to lift, push, pull, and carry up to 50 lbs when required.
  • Ability to climb ladders, platforms, and aircraft stands; frequent kneeling, bending, squatting, crawling, and aircraft entry/exit required.
  • Possible exposure to fuels, oils, hydraulic fluids, and solvents.
  • Position involves work in high-noise aircraft maintenance areas.
  • Fit-for-Duty, DOT, or Respiratory physicals may be required based on job duties.

Travel Requirements

  • Up to 30% travel as required for customer meetings, program reviews, training, and corporate support.

Security Clearance

  • Must be eligible to obtain and maintain a U.S. Secret Security Clearance.
