The Instructional Systems Design Engineer, Expert will lead the creation of advanced AI-focused learning solutions designed to improve technology understanding and adoption across a large healthcare workforce.
This role serves as the senior instructional design authority, guiding curriculum strategy, learning methodologies, and quality standards for enterprise-scale training initiatives.

Accountabilities:

The Instructional Systems Design Engineer, Expert will oversee the strategy, development, and execution of comprehensive AI education programs while ensuring instructional excellence, accessibility, and alignment with organizational goals.

  • Serve as the senior instructional systems design expert, providing strategic guidance on learning methodologies, curriculum development, and training solutions.
  • Lead instructional design initiatives throughout the full ADDIE or comparable ISD lifecycle, including analysis, design, development, implementation, evaluation, and continuous improvement.
  • Manage and mentor instructional designers, providing coaching, quality oversight, and professional development support.
  • Direct the planning, coordination, and delivery of AI-focused training programs, ensuring milestones, resources, and deliverables remain aligned with project objectives.
  • Establish and maintain curriculum standards, instructional frameworks, style guidelines, and quality assurance processes across learning deliverables.
  • Conduct training needs assessments and gap analyses to identify workforce learning requirements related to AI literacy, responsible AI practices, and technology adoption.
  • Design learner-centered training experiences that translate complex artificial intelligence concepts into practical applications for healthcare professionals.
  • Ensure all training materials meet accessibility standards, including Section 508 compliance and other applicable digital learning requirements.
  • Collaborate with stakeholders to evaluate learning effectiveness, improve course content, and optimize training strategies.
  • Provide expert consultation on instructional technology, adult learning theory, and emerging approaches such as adaptive learning, simulation-based training, and virtual instruction.
  • Support continuous improvement efforts by incorporating learner feedback, performance data, and evolving AI education practices.
Requirements:

The ideal candidate will have extensive experience leading instructional design initiatives, managing complex training programs, and developing scalable learning solutions within government, healthcare, or similarly regulated environments.

  • 10+ years of progressive experience in Instructional Systems Design, curriculum development, learning strategy, or related fields.
  • Doctorate degree in Instructional Design, Instructional Technology, Education, Educational Psychology, or a closely related discipline required.
  • Proven experience leading large-scale training development programs and managing end-to-end instructional design processes.
  • Demonstrated ability to manage and mentor teams of instructional designers or learning professionals.
  • Experience supporting federal agency clients, healthcare organizations, or other complex government environments preferred.
  • Strong knowledge of adult learning theory, instructional design methodologies, learning technologies, and curriculum governance.
  • Experience developing AI, machine learning, data literacy, or technology-focused training programs is highly desirable.
  • Familiarity with healthcare learning environments, federal training requirements, or government compliance standards is a plus.
  • Knowledge of accessibility standards including Section 508 and WCAG compliance for digital learning solutions.
  • Experience with learning platforms such as enterprise learning management systems or healthcare workforce training platforms preferred.
  • Ability to obtain and maintain required federal security credentials and successfully complete applicable background investigations.
  • Must be authorized to work in the United States without current or future sponsorship.
  • Strong communication, stakeholder management, leadership, and collaboration skills.
  • Ability to balance strategic thinking with hands-on curriculum development and execution.
