Description:

The Foreign Military Sales (FMS) Program Analyst provides full-time advisory, analytical, and program management support to the SAF/IA Country Director SME for the Republic of Singapore (RoS). This role supports Foreign Military Sales (FMS) case development and execution, security cooperation planning, acquisition coordination, and political-military analysis in support of U.S. Air Force and Department of Defense objectives in the Indo-Pacific region.

The position works closely with the Country Director SME, U.S. Government stakeholders, and Singapore Ministry of Defence (MINDEF) and Republic of Singapore Air Force (RSAF) counterparts to ensure effective oversight, coordination, and execution of current and future Singapore FMS programs.

Key ResponsibilitiesCountry & FMS Program Support
  • Assist the Singapore Country Director SME with management and oversight of Foreign Military Sales (FMS) Letters of Offer and Acceptance (LOAs), including case development, execution, tracking, and reporting.
  • Support compliance with existing LOAs and development of future LOAs in coordination with U.S. and Singapore stakeholders.
  • Track and analyze Singapore defense capabilities, sustainment strategies, and future requirements across FMS and Direct Commercial Sales (DCS) channels.
  • Support lifecycle, interoperability, and product support assessments for major RSAF weapon systems, including F-16, F-15, and F-35 platforms.
Acquisition & Program Management Assistance
  • Maintain FMS case trackers, program status reports, cost and schedule data, and Congressional Notification tracking.
  • Support preparation and maintenance of databases related to Singapore FMS cases, LOAs, and partner capability records.
  • Assist with preparation for senior-level FMS meetings, reviews, and engagements, including agenda development, briefings, and action item tracking.
  • Draft official correspondence, staff summary sheets (SSSs), briefings, status reports, and program documentation.
Political-Military & Strategic Analysis
  • Support political-military analysis related to U.S.–Singapore security cooperation and defense relationships.
  • Assist with drafting country papers, background materials, and briefings for senior Department of the Air Force (DAF), DoD, INDOPACOM, and SAF/IA leadership.
  • Participate in meetings and coordination activities with DoD, Department of State (DoS), DSCA, and Singapore defense representatives as directed.
Stakeholder Coordination
  • Coordinate with AFLCMC, USAF Program Offices, AFSAC, AFSAT, OSD, DoS, U.S. Embassy Singapore, and Singapore defense agencies (MINDEF, DSTA, RSAF).
  • Develop and maintain key personnel contact lists for U.S. interagency, USAF, and Singapore counterparts, updated on a recurring basis.
  • Support responses to inquiries and requests from U.S. Government, Singapore government, and industry stakeholders.
Reporting & Deliverables
  • Contribute to Monthly Status Reports (MSRs), FMS case status reports, key personnel lists, and trip reports.
  • Support preparation of Congressional Notification packages and program documentation.
  • Ensure accuracy, timeliness, and security compliance of all deliverables.
Requirements:
  • Bachelor’s degree (preferred emphasis in International Affairs, Security Studies, Political Science, or a related field).
  • Active SECRET security clearance.
  • Minimum 4 years of experience supporting Department of the Air Force or DoD Foreign Military Sales (FMS) case development, programming, or execution.
  • Minimum 2 years of Security Cooperation experience, including familiarity with DSCA processes or an Implementing Agency.
  • Strong working knowledge of:
    • Security Cooperation and FMS processes
    • DoD acquisition policies and regulations
    • DSCA Security Assistance Management Manual (SAMM)
    • ITAR and National Disclosure Policy (NDP)
Preferred Qualifications
  • Prior experience supporting Singapore or Indo-Pacific region security cooperation programs.
  • Experience working with:
    • AFLCMC or USAF Program Offices
    • Security Cooperation Information Portal (SCIP)
  • Familiarity with U.S. export control laws and disclosure processes.
  • Experience drafting senior-level briefings and official correspondence.
  • Regional or cultural familiarity with Singapore; Mandarin language proficiency is a plus.
