About This Position

Description:

Position Summary Perform business analyst responsibilities in support of YHI’s goal of improving the consumer experience and maximizing operational excellence. Business Analysts will collaborate with internal and external stakeholders to scope functional business requirements and develop correlations to technological requirements. This role will also identify and collaborate on overall business process improvements. This position plays a key role in coordinating the implementation of technology changes utilizing user-acceptance testing and change management methodologies and participating in software development lifecycle best practices.


Company Overview The Idaho Health Insurance Exchange, dba Your Health Idaho, was established in 2013 by Idaho House Bill 248. We are an independent entity overseen by a 19-member Board of Directors. Your Health Idaho is Idaho’s online marketplace where Idaho individuals, families, and small businesses can shop, compare, and choose the health insurance that’s right for them. We are also the only place where Idahoans can apply for and receive a tax credit that can pay for some or all of their monthly premiums. We serve over 100,000 Idahoans and support ~$500m in annual premiums. Your Health Idaho has received multiple awards for our culture and is recognized as a premier employer in the Treasure Valley.

Responsibilities (Position may include additional functions not listed)

  • Perform analysis of operational goals, objectives, and needs of the general business environment.
  • Document requirements to define scope and objectives and formulate solutions to support operational goals.
  • Serve as subject matter and functional expert for software application technologies and operations.
  • Define business requirements and translate those requirements into well-defined epics, user stories, and acceptance criteria and ensure tickets are ready for development.
  • Identify gaps, edge cases, and dependencies in requirements.
  • Participate actively in backlog grooming and refinement sessions.
  • Support sprint planning, review, and retrospectives.
  • Partner closely with developers to clarify requirements and answer questions throughout development sprints.
  • Develop User Acceptance Testing plans, coordinate testing and document test results of systems functionality and processes.
  • Develop test suites and conduct user acceptance testing and partner integration testing ahead of all release cycles.
  • Apply knowledge of business needs to identify and propose alternatives to processes and technology.
  • Review, analyze, and evaluate business systems and user needs, while utilizing data in support of operational requirements.
  • Assist in devising and/or modifying procedures to solve complex operational problems.
  • Coordinate implementation of projects related to technology changes while reporting progress and timelines to management.
  • Provide a point of contact for system changes that occur in coordination with external entities, including facilitation and completing integration testing with third parties to include insurance carriers and the Idaho Department of Health and Welfare.
  • Provide technical direction and communication to internal and external partners to ensure preparation for technology changes is understood and coordinated.
  • Collaborate with internal and external project teams to ensure timely testing, delivery and quality of project deliverables.
  • Presentation and facilitation of meetings to communicate complex or technical data in clear terms.
  • Provide support on new initiatives and work with staff as necessary to resolve issues.
  • Design and develop data analysis and reporting solutions
  • Review and analyze data from multiple internal and external sources
  • Communicate analysis results to senior management
  • Perform other duties as assigned.

Qualifications (Required knowledge, skills, abilities, education, experience, etc.)

  • Bachelor’s degree in Business Administration, Information Systems or related discipline
  • 3+ years’ experience performing business analysis as well as proven ability to guide and identify business requirements (i.e., requirements elicitation, analysis, specification, and verification) and apply them in practice
  • Experience with software quality assurance and testing methodologies
  • Experience writing functional requirements and specifications for software development projects
  • Ability to research, define and analyze business problems
  • Knowledge of software development and maintenance methodologies
  • Proficient with Windows and web-based systems including Microsoft Office: Outlook, Word, Excel, PowerPoint and Visio
  • Specific knowledge of the health care industry a plus
  • Critical thinking abilities to take complex, ambiguous, abstract requirements and break them into smaller components, patterns, views and features
  • Ability to effectively communicate business concepts to technical audiences as well as technical and data concepts to non-technical audiences
  • Strong analytical, technical, and organizational skills
  • Excellent verbal and written communication as well as business writing skills
  • Proven ability in relationship building and facilitation
  • Ability to adhere to strict confidentiality policies and procedures consistent with the values and integrity of YHI.
  • Demonstrated ability to work within a fast-paced, quickly evolving organization, manage multiple, complex priorities and respond effectively to change.
  • A committed self-starter with exceptional interpersonal, problem-solving, and communication skills with ability to develop and maintain cooperative and productive work relationships.

Physical & Other Requirements

  • Ability to work in office and workshop settings. Frequent facilitation of meetings, workshops, or group meetings. Use of normal office machines and specialized audio-visual equipment for presentations.
  • Ability to listen to and understand others as well as ability to give and receive instructions via telephone, computer messages, face-to-face, and in writing. Must possess the ability to write and compose correspondence, memorandums, and reports manually and via computer or email as well as be able to make presentations.
  • Availability to work additional hours or weekends as projects demand. Some travel may be required.
