HR Compliance Administrator

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a HR Compliance Administrator based in United States.

The HR Compliance Administrator will play a critical role in building and maintaining the foundation of a scalable, compliant, and people-focused organization.
This position is responsible for owning multi-state HR compliance processes, improving operational infrastructure, and ensuring employment practices align with evolving regulations.
The ideal candidate will bring strong expertise in employment compliance, documentation, and process development within a fast-paced environment.
You will have the opportunity to create systems from the ground up, influence HR operations, and support a growing workforce across multiple locations.
This role requires a detail-oriented professional who can balance strategic thinking with hands-on execution while managing sensitive employee information.
You will collaborate closely with leadership, operations, finance, legal partners, and people teams to strengthen organizational governance and employee experience.

Accountabilities:

The HR Compliance Administrator owns end-to-end compliance operations, ensuring employment practices, documentation, policies, and processes remain accurate, consistent, and aligned with applicable regulations. This role requires independent judgment, strong organizational skills, and the ability to create scalable compliance frameworks in a rapidly evolving environment.

  • Maintain compliance with federal, state, and local employment laws and workplace regulations across multiple states.
  • Own multi-state employment compliance processes, including unemployment insurance registrations, withholding accounts, state registrations, new hire reporting, and paid leave program requirements.
  • Build and maintain state-entry compliance processes to support expansion into new locations and advise leadership on employment-related requirements.
  • Develop and maintain state-specific handbook updates, policy addenda, and compliance documentation covering areas such as leave policies, pay transparency, PTO practices, and workplace requirements.
  • Manage employee leave administration, including FMLA eligibility reviews, ADA interactive processes, state leave programs, and coordination of company leave benefits.
  • Maintain accurate employee records, personnel files, I-9 documentation, certifications, and compliance-related documentation.
  • Administer compliance workflows related to onboarding, offboarding, policy acknowledgements, employee training, and documentation management.
  • Lead internal audits, compliance reviews, reporting activities, and documentation assessments to identify risks and improvement opportunities.
  • Create, maintain, and improve HR policies, standard operating procedures, governance documentation, and compliance calendars.
  • Monitor required employee training and certification programs to ensure ongoing compliance.
  • Establish documentation and retention standards for employee relations, investigations, and performance-related matters.
  • Audit HR systems and employee records to maintain data accuracy and reporting reliability.
  • Prepare compliance reports, workforce documentation, and operational metrics for internal stakeholders.
  • Partner with leadership and department managers to ensure consistent application of policies and procedures.
  • Manage workers’ compensation compliance, including policy coordination, claims oversight, state requirements, and OSHA recordkeeping.
  • Maintain confidentiality and handle sensitive employee information with professionalism and discretion.
  • Stay current on changing employment laws, regulations, and HR compliance best practices.
  • Support transportation-related compliance requirements, including driver documentation, certifications, testing programs, and regulatory processes when applicable.
  • Own annual compliance reporting activities, including EEO, OSHA, ACA, and workforce readiness requirements.
Requirements:

The ideal candidate is an experienced HR compliance professional with a strong understanding of employment regulations, multi-state workforce operations, and HR process development. They should be highly organized, detail-oriented, and comfortable creating structure in a fast-moving organization.

  • 5+ years of experience in HR compliance, people operations, employment risk, or a related HR function.
  • Direct experience managing multi-state employment compliance for a distributed workforce.
  • Strong knowledge of employment laws, HR compliance practices, employee documentation standards, and workplace regulations.
  • Hands-on experience establishing employer registrations across multiple states, including unemployment insurance and withholding accounts.
  • Experience building compliance frameworks, SOPs, policies, and operational processes from the ground up.
  • Strong attention to detail with excellent organizational and documentation skills.
  • Experience working with HRIS platforms and digital employee record management systems.
  • Strong written communication skills with the ability to create clear policies, procedures, and compliance materials.
  • Ability to manage multiple priorities, deadlines, and changing requirements in a high-growth environment.
  • Strong judgment, professionalism, and emotional intelligence when handling confidential employee matters.
  • Problem-solving mindset with the ability to identify risks and recommend practical solutions.
  • Proficiency with Microsoft Office Suite and/or Google Workspace.
  • Experience supporting multi-state HR operations, startups, nonprofits, or rapidly scaling organizations is preferred.
  • HR certifications such as SHRM-CP, PHR, or similar credentials are a plus.
  • Familiarity with OSHA, FMLA, ADA, wage and hour regulations, workplace investigations, and compliance audits is preferred.
  • Experience developing governance frameworks, compliance calendars, and operational reporting processes is advantageous.
  • Experience using data tools, analytics platforms, or AI-enabled productivity tools is a plus.
