Job Description
Premier DataCom, LLC is seeking an experienced HR/Administrative Manager to lead our human resources, payroll oversight, and office operations functions.
This is a hands-on leadership role for someone who thrives on structure, confidentiality, and cross-departmental collaboration. You'll work closely with our Director of Operations, Project Coordinators, and Finance team to ensure our people processes, payroll, and compliance run smoothly and accurately.
This role is ideal for a detail-oriented HR professional who wants ownership over the full employee lifecycle — from hiring through offboarding — while also serving as a trusted set of eyes on payroll and benefits administration.
Key ResponsibilitiesHR & Employee Relations
- Oversee employee hiring, onboarding, orientation, and offboarding processes, in partnership with the Director of Operations and Project Coordinator(s)
- Serve as the primary point of contact for employee relations, concerns, and internal communications
- Oversee and control all time-off requests and PTO/sick leave tracking, coordinating closely with scheduling to ensure clarity on both scheduling needs and payroll/time-off usage
- Maintain confidential employee personnel files and HR documentation
- Ensure compliance with company policies, labor laws, and internal procedures
- Maintain OSHA and training records, the employee handbook, company policies, and regulatory compliance documentation
- Coordinate employee enrollments, status changes, and employment record updates
- Oversee day-to-day office operations and maintain an on-site presence to support employees and resolve issues as they arise
Payroll Administration & Oversight
- Provide internal review and oversight of bi-weekly payroll processed through ADP Workforce Now, including tool loan deductions, time-off accuracy, IWO’s, and last-minute changes
- Participate in weekly timecard review meetings to verify accuracy, coding, overtime, certified payroll classifications, and wage rates
- Audit payroll deductions, reimbursements, bonuses, expense reimbursements, and benefit deductions
- Review new hire payroll setup, including direct deposit, tax withholding, and banking information
- Process employee terminations and final payroll in compliance with applicable state laws
- Perform comprehensive final payroll register audits prior to submission, verifying: direct deposits, child support orders and IWOs, manual checks, certified payroll wages, prevailing wage calculations, taxes and deductions, wage variations, and PTO balances
- Coordinate payroll funding and submit wire totals to Finance
- Ensure timely delivery of manual payroll checks when required
- Maintain organized, well-archived payroll records and documentation
Benefits Administration
- Administer medical, dental, vision, life, disability, and supplemental benefits (including Aflac), COBRA, and any additional plans put into place
- Coordinate Open Enrollment, new hire enrollments, plan changes, and qualifying life events
- Manage relationships with insurance brokers and carriers
Client & Project Support (Shared Responsibility)
- Coordinate project startup documentation and customer onboarding requirements
- Support Estimating, Operations, and Project Management teams with administrative needs, including entry/training requirements (IDs, drug tests, background checks) and ongoing compliance needs
- Prepare/ request Certificates of Insurance (COIs), additional insured endorsements, W-9s, banking information, and licensing documentation, as needed
- Prior experience in HR management, payroll administration, or a similar generalist/operations role
- Working knowledge of payroll systems (ADP Workforce Now experience strongly preferred)
- Familiarity with certified payroll, prevailing wage, and wage/hour compliance a plus
- Strong understanding of employee benefits administration and open enrollment processes
- High attention to detail, especially around confidential and financially sensitive information
- Excellent communication skills and the ability to work cross-functionally with Operations, Finance, and Project teams
- Comfortable working on-site and being a visible, accessible point of contact for employees
- Discretion and sound judgment when handling sensitive employee and compensation data
