About This Position

ASSESSMENT CENTER:
The Ohio Fire Chiefs' Association Assessment Center
is scheduled for Sunday, February 16, 2025, for candidates advancing to that step.
The salary range listed is the hiring range for this position, not the full salary range.

SUMMARY OF DUTIES:
Under direction, assists the Fire Chief in planning and directing the activities of the Fire Division. The Deputy Fire Chief may be assigned to Emergency Services and/or Support Services of the Fire Division. Oversees Division activities; supervises personnel; assigns and supervises maintenance tasks; develops reports; responds to alarms and directs firefighting operations at major emergencies as necessary.

CUSTOMER SERVICE EXCELLENCE:
Customer Service is one of the highest priorities of the Perrysburg Fire Division. Deputy Chiefs are responsible for developing and implementing goals, objectives and procedures that will result in service excellence.
ESSENTIAL FUNCTIONS OF THE POSITION:
  1. Assists the Fire Chief in planning and directing the activities of the Fire Division; oversees firefighting activities and personnel of the division as second officer in the line of command. Analyzes schedules to determine staffing needs. Develops reports concerning personnel and activities.
  2. Supervises personnel; plans and prepares divisional work; trains and instructs personnel; evaluates performance of subordinate personnel; hears and resolves employee complaints as required; oversees the Fire Safety Inspector. Schedules Captains and Fire Marshal. Manages the hiring and scheduling of part-time Firefighter/Paramedics.
  3. Assigns and supervises maintenance tasks relating to equipment and condition. Coordinates with Captains to ensure vehicle and facility maintenance, including preventative maintenance, ordering of new parts, and repair of damaged equipment.
  4. Reviews building plans for fire safety. Oversees contractors and operations of new building and facilities to be operational. Coordinates necessary repairs and modifications to new buildings and systems.
  5. Assists the Fire Chief to administer the Collective Bargaining Agreement, policies and procedures of the City of Perrysburg and of the Fire Division.
  6. Supervises the Fire Marshal in maintaining a Community Risk Reduction program.
  7. Coordinates with other divisions on interdepartmental initiatives.
  8. Responds to alarms and directs firefighting operations at major emergencies on a City-wide basis when necessary.
  9. Meets all job safety requirements and all applicable OSHA and Ohio Bureau of Workers’ Compensation (BWC) safety standards that pertain to essential functions.
  10. Demonstrates the ability to develop and maintain effective working relationships with supervisor, employees, co-workers, and the public.
  11. Maintains regular and predictable attendance.
  12. Remains informed of current developments and procedures pertinent to duties.
  13. Performs other related tasks, duties, and responsibilities as required or assigned.
SUPERVISORY RESPONSIBILITY:
  • Indirect supervision of all Fire Division personnel. Direct supervision of Fire Captains, Fire Lieutenants and Fire Marshal.

QUALIFICATIONS: An example of acceptable qualifications:
  • High School Diploma or equivalent.
  • A minimum of ten (10) years of progressive responsibility with full-time fire service experience.
    1. Experience should include progressive levels of responsibility, including at least three (3) years in a supervisory position with above average performance, a record of success in supervising and directing the work of others preferred.
  • Experience with planning, budgeting, collaborative interagency relationships, and labor management relations in a unionized environment.
  • Completion of an associate’s degree from an accredited university or equivalent combination of education, training, and/or experience.
LICENSURE OR CERTIFICATION REQUIREMENTS:
  • Must possess a valid driver’s license and be eligible for coverage under the City’s vehicle insurance provider.
  • Certification by the State of Ohio as a paramedic.
  • Certification by the State of Ohio as a Firefighter II.
  • Certification by the State of Ohio as a Fire and Emergency Services Instructor.
  • Certification by the State of Ohio as a Fire Safety Inspector (NFPA 1031).
  • Valid NIMS ICS-100-400, IS-700, and IS-800 training certificates.
  • Successful completion of Fire Officer I and II (NFPA 1021).
  • Maintain other certifications and/or licenses as may, from time to time; be required by the Fire Chief.

MINIMUM ACCEPTABLE CHARACTERISTICS: (* indicates developed after employment)
Knowledge: Advanced knowledge of City and State fire laws and ordinances; methodologies and techniques of fire suppression and the use and maintenance of firefighting equipment; chemistry of fires; location of fire hydrants, public buildings, schools and City streets*; fire prevention techniques, first aid, and emergency rescue procedures; data analytics*; fire administrative functions such as organizational development, staffing, financial planning, equipment management and maintenance; supervisory methods and practices. Knowledge of applicable division, department, and City policies, procedures, forms, systems, and rules;* applicable federal, state, and local statutes, ordinances, regulations; applicable safety requirements; relationships and responsibilities of relevant local, state, and federal governmental agencies.
Skill: Skill in operation of a personal computer and standard office equipment; English spelling, grammar, punctuation; basic arithmetic (addition, subtraction, multiplication, division) and units of measurement. Intermediate skill in managing employees; training and developing personnel; performance evaluation, coaching, and counseling; and planning, delegating, and supervising the completion of work assignments. Skill in fire suppression the use of firefighting equipment.
Ability: Develop and maintain effective working relationships with supervisor, employees, co-workers, and the public; complete work assignments efficiently and accurately; make decisions in accordance with applicable regulations and established policies; communicate effectively in oral and written form; exercise sound judgment; interpret and follow written and verbal directions; prioritize assignments and projects to ensure completion within established timeframes and by expected deadlines; identify information, materials, and resources needed to complete a project or assignment; analyze and evaluate situations accurately and thoroughly to determine and implement effective, appropriate courses of action; work with information of a sensitive or confidential nature and maintain confidentiality; maintain records and prepare reports; direct and command personnel in emergency situations; interpret City fire codes and regulations; represent the Fire Division to governmental officials and the media; drive City vehicles in emergency conditions.

WORKING CONDITIONS:
The duties of the position are performed under a wide variety of known and unknown working conditions that may present a risk to the health and wellbeing of those involved. Rapidly changing conditions demand and tax the mental and physical capabilities of everyone involved. For this reason, it is imperative that the incumbent strive to maintain good mental and physical readiness.
