About This Position
The Human Resources Technician position is located in the Administrative Division of the Probation Office. Representative duties include but are not limited to:
Must possess skill in using standard office equipment (telephone, copiers, fax machines, scanners, etc.) and be proficient in using office technology applications such as Microsoft Office Suite. The ability to interact and communicate orally and in writing with a variety of people is required.
PERSONAL CHARACTERISITCS
A successful candidate must be professional, responsible, organized and meticulous. Must also possess strong analytical skills, tact, good judgment, initiative, and the ability to work with a wide variety of people with diverse backgrounds.
To qualify for the position of Human Resources Technician, a candidate must possess at least one year of specialized experience (as defined below). For placement at salary levels above Step 1, additional specialized experience is required.
SPECIALIZED EXPERIENCE
Progressively responsible clerical or administrative experience that provided knowledge of the rules, regulations, procedures, and practices of human resources administration and involved the routine use of automated human resources systems or other computer-based systems such as word processing, spreadsheets, or database applications.
Education may not be substituted for specialized experience because administrative court support positions require hands-on experience to be credited as specialized experience.

- Under the guidance and direction of the Human Resources Manager, administer human resources policies, procedures, and standards. Provide information to managers and court staff on human resources matters, procedures, and practices.
- Maintain a wide variety of personnel related records, including individual personnel files and records, in accordance with the relevant record retention guidelines. Maintain training records.
- Maintain background check and fingerprinting program by verifying applicant employment, checking references, taking employee fingerprints, completing and filing necessary forms, tracking and reporting results, and developing and maintaining record keeping systems. Maintain badge, credential and ID inventory control and certification files.
- Create postings of job vacancies. Maintain recruitment related records, including position announcements, interview information and applicant demographic statistics, and recruitment files. Determine and use best methods to source applicants. Process recruitment requests; including, prepare notice of vacancy, review and rank applications, conduct initial telephone interview of top ranked applicants, and coordinate and participate on interview panels.
- Coordinate and conduct new-hire orientation for new employees to include a review of payroll information, personnel policies and procedures, benefit options and leave/timekeeping system.
- Assist and advise new and existing employees on payroll and benefit related matters and ensure requested actions meet applicable policies and requirements. Assist with organizing and conducting annual benefits open season fair and corresponding information workshops.
- Process a variety of personnel and payroll actions such as appointments, promotions, separations, terminations, within-grade increases, and changes to employee benefits. Monitor and ensure all staffing and payroll actions are processed in a timely and correct manner.
- Administer timekeeping and leave tracking program for the court unit. This includes monitoring and processing employees’ time and attendance and leave related records and ensuring that transactions and records adhere to appropriate rules and regulations.
- Assist in the administration of the performance management system. Assist with administration of employee recognition program. Assist with grievance and adverse action procedures.
- Perform duties and advise employees in all matters related to benefits administration, recruitment, classification, payroll, workers compensation, personnel action processing, records maintenance, performance management, etc.
- Assist with technical training for new and existing employees on a wide variety of human resources related automated systems.
- Maintain the content for the human resources section of the court unit’s Intranet website.
- Performs other related duties as required.
