ICMS is looking for an experienced Program Manager /Operations Manager (Aviation) who will act as the overall lead, manager, and administrator for an aviation maintenance contract. Program Manager /Operations Manager (Aviation) is responsible for the overall execution of all performance expectations, acceptable quality levels, safety, and technical requirements under the contract.

Duties and Responsibilities:

  • Serve as the primary interface and point of contact with government program authorities on technical and program/project issues;
  • Oversee execution of the contract requirements;
  • Manage acquisition and employment of program/project resources;
  • Serve as the on-site general manager for the contractor;
  • Ensure employees use procedures that comply with the ISO 9001, AS 9100, and ISO 14001 quality, aerospace, and environmental standards in performance of its duties;
  • Perform all management actions associated with employees to include investigations and reports arising from any quality defect notices issued against contractor employees;
  • Manage employee work schedules, shifts, overtime demands, leave and other time off, ensuring adequate support for all technical work performance;
  • Inform the COR within sixty minutes of employee absence and must report all planned absences bi-weekly through email.
  • Be familiar with the US Navy (USN) policies and procedures governing fraud, waste, and abuse and must monitor contractor employee activities for such actions or behaviors and take necessary actions to prevent or correct such occurrences. The Operations Manager must notify the COR immediately upon observance of behavior constituting fraud, waste, or abuse by contractors or government employees.
  • Attend meetings as scheduled by the COR or PCO.
  • Enforce professional and safety regulations while communicating all internal personnel issues directly to HR and management staff;
  • Ensure client satisfaction by providing timely, accurate reporting of events and solutions. Develop strategies for soliciting feedback, analyzing inputs and strategies for corrective action or performance recognition.

Required Qualifications:

· Bachelor's degree is desired in applicable disciplines, such as Aviation Management, Business Administration, Engineering, Logistics, or a related field.

· Have a minimum of 8 years’ experience in the field of military aviation maintenance management;

· Demonstrated experience managing government service contracts, including cost, schedule, quality, staffing, and performance requirements.

· Experienced in supervising, hiring, firing, training, planning, scheduling, controlling projects and managing personnel.

· Demonstrate knowledge and working experience in military aircraft maintenance organizations governed under COMNAVAIRFORINST 4790.2D.

· Be experienced in all aspects of safety, documentation, HAZMAT, training/licenses/certifications, scheduling, production control and management;

· Have functional knowledge of industrial operations and processes inherent to aircraft and component overhaul, repair and/or manufacturing at a depot maintenance level.

· Excellent written and verbal communication skills

Additional Qualifying Factors:

· As a condition of employment, it will be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results.

Security Clearance:

Secret clearance is required by the contract. It is mandatory that all Contractor personnel working onsite at federal facilities meet federal government security clearance standards.

Job Type: Exempt, Full Time Onsite Position (Telecommute will not be considered for this position)
