Summary Objective

Stellar Energy Global Infrastructure (SEGI) is seeking a Director of Commercial Operations to own the commercial backbone of the company's pursuits and awarded contracts: a complete, defensible project estimate; a clear-eyed project cash flow; contract terms that protect SEGI's exposure; and a scope that lines up cleanly across engineering, procurement, construction, and services. This is a hands-on role — the Director personally compiles the estimate, builds the cash flow model, and drives the contract from first draft to signature, rather than directing others to do it.

The Director owns the contract review process from end to end, soliciting and reconciling input from Legal, Project Management, Engineering, Construction, Procurement, Finance, and Services, and is the single point of accountability for ensuring no scope gaps, unresolved risks, or unpriced commitments make it into a signed contract.

Success is measured by the completeness and accuracy of the estimate and cash flow at award, the absence of scope gaps or unpriced commitments discovered after contract execution, and the speed and quality with which contracts move through review and negotiation to signature.

Essential Functions

  • Personally compile the full project cost estimate for each pursuit, integrating labor and equipment inputs from the Project Estimator and Engineering with commercial elements — contingency, escalation, bonding, insurance, taxes, and fees — into one complete, defensible estimate.
  • Build and maintain the project cash flow model for each pursuit and awarded contract, including progress billing schedules, milestone payments, and working capital requirements, to confirm commercial viability before bid submission and monitor it through execution.
  • Analyze and structure contract cancellation, termination, and liability provisions so that SEGI's cancellation exposure is quantified, bounded, and matched to corresponding vendor and subcontractor commitments.
  • Own the contract review process end to end: solicit and consolidate input from Legal, Project Management, Engineering, Construction, Procurement, Finance, and Services; resolve conflicting feedback; and finalize contract language before execution.
  • Lead commercial negotiations with customers, partnering with Legal and Executive Leadership, personally shepherding each contract from first draft through signature.
  • Run scope reconciliation across Engineering, Procurement, Construction, Supply Chain, and Services on every pursuit to identify and close gaps between what is proposed, what is estimated, and what is contracted before award.
  • Maintain the commercial risk register for each pursuit and contract in negotiation, tracking open items, assumptions, exclusions, and qualifications through to resolution.
  • Provide Executive Leadership with complete, vetted commercial and financial analysis — estimate, cash flow, risk register, and contract status — to support Bid/No-Bid and award decisions.
  • Document and transfer all estimate assumptions, cash flow plans, contract commitments, and unresolved risk items to the Project Management and execution teams at handover, and confirm their understanding before project kickoff.
  • Serve as the commercial point of contact on awarded contracts for amendments, change orders, and cancellation actions, maintaining the estimate and cash flow model as the contract evolves.
  • Maintain and continuously improve the estimating templates, cash flow models, and contract review checklists used across the Solutions Business.

Travel

  • Ability to travel occasionally, approximately 10-15%, for contract negotiations, project kickoff, or customer meetings as required.
  • Ability to travel domestically and internationally as required.

Required Education and Experience

  • Bachelor's degree (or equivalent experience) in Engineering, Construction Management, Finance, Business, or a related technical discipline.
  • Minimum of eight (8) years of experience in commercial operations, cost estimating, contracts, or project controls within an EPC, industrial, or capital projects environment.
  • Demonstrated, hands-on experience personally compiling full project cost estimates, including labor, equipment, commercial terms, and contingency.
  • Experience building project cash flow models and financial analyses to support bids, proposals, or contract execution.
  • Strong working knowledge of EPC or major capital project contract terms, including cancellation, termination, liquidated damages, warranty, and indemnification provisions.
  • Demonstrated experience personally leading a contract review process across multiple functional stakeholders (Legal, Project Management, Engineering, Construction, Procurement).
  • Strong analytical, organizational, and communication skills, with advanced proficiency in Excel and estimating or financial modeling tools.

Preferred Education and Experience

  • Experience in power generation, LNG, data centers, district energy, utilities, or industrial infrastructure markets.
