Senior Program Manager

SSI is seeking a Senior Program Manager for a role in Washington, DC.
The customer Program Office provides planning and acquisition of cost-effective, long-term critical U.S. Air Force capabilities in an Integrated Product Team structure. The candidate will work side by side with customers and other contractors in the Program Office. Working with the customer, the candidate will also interface with major defense contractors who supply critical defense capabilities. The majority of the work will be performed in the customer workspace.
Role and Responsibilities include:
  • Provide project management, acquisition support of customer development efforts.
  • Perform project manager duties to ensure efficient execution of assigned efforts.
  • Work closely with program managers, lead project engineers, contracts, finance, and program teams.
  • Maintain awareness of day-to-day issues and plan/prepare for significant project events.
  • Assist in the full spectrum of actions required to award contracts and contract modifications to other contractor(s) that may include pre-award documentation, assistance in the support of source selection activities, and post-award support activities.
  • Review contract deliverables, integrated schedules, technical status reports, and cost performance reports and provide assessments to the Government team.
  • Assist in program office surveillance of prime and subcontractor performance. Assist in determining program progress and communication recommendations to the Government.
  • Assist in the creation and approval of acquisition strategies, program planning and creation, early capability development strategies and project planning, and the transition of program execution to the appropriate Program Executive Officer.
  • Develop and communicate roadmaps for programs and associated technologies and product lines.
  • Develop integration plans and procedures and organize resources to facilitate program transition activities.
  • Assist in milestone planning, tracking, scheduling, briefing preparations, staff coordination, and decision documentation preparation.
  • Assist with identifying and mitigating risks to technology development projects.
  • Create and coordinate DD 254s with the program staff and industry.
  • Participate in working groups and team planning offsites.
  • Establish trusted and influential relationships with customers, suppliers, and other stakeholders.
Required Qualifications:
  • 15+ years acquisition experience and Bachelor's degree or 10+ years acquisition experience and Master's Degree.
  • Bachelor’s degree in engineering or business (if Business, must have at least 3 years of experience working on DoD contracts/programs having a heavy focus on engineering), 15+ years experience or Master’s Degree; Business, Project Management; Engineering, or other military studies related field, 10+ years experience.
  • Experience working DoD acquisition programs to include DoD contracting and program management strategies, generation of Justification and Authority (J&A) documents, Acquisition Strategy Plan, CDRLs, as well as assisting with creation of Statement of Objectives and Statement of Work for research and development (R&D) activities.
  • Have experience working on classified and/or special access programs.
  • Be a self-starter, thrive in a dynamic environment, can accomplish high-level tasks independently, is skilled in problem definition, and work well with other team members, members of the Senior Executive Service and senior military officers.
  • Must have experience with collaboration tools including but not limited to: Confluence and/or Jira.
  • Must have strong interpersonal skills, be capable of developing briefings and reports accurately summarizing program performance and addressing key issues for senior DAF and OSD leadership, and other DoD offices.
  • Extensive acquisition and contract management experience, specifically monitoring program execution and integration of complex programs and systems, and applicable Federal Acquisition Regulations.
  • Knowledge of the Air Force Life Cycle Management Center’s framework, directives, and policies.
  • Experience using Microsoft Excel and Microsoft Project for financial and schedule analysis of technology projects.
  • The selected candidate will have experience with CBC2 (cloudbased Command and Control) systems or related cloudenabled C2/C5ISR environments, including distributed mission operations, cloudhosted tactical data systems, enterprise cloud modernization efforts, or similar government commandandcontrol platforms.
  • Active TS clearance with in-scope T5/SSBI is required, along with SCI eligibility and participation in Continuous Evaluation.
  • Must meet all requirements for SCI and SAP access and be willing to undergo a polygraph examination.
  • Travel up to 20% is expected.
Desired Qualifications:
  • Project management certifications (e.g., DAU, PMP, Agile, or similar)
