About the Northwest Portland Area Indian Health Board (NPAIHB)

The Northwest Tribes have long recognized the need to exercise control over the design and development of health care delivery systems in their local communities. To this end, they formed the Northwest Portland Area Indian Health Board (also referred to as NPAIHB or “the Board”) in 1972.

Guided by a vision of “Health and Wellness for the Seventh Generation,” NPAIHB is a 501(c)3 designated (non-profit) organization and Tribal organization, P.L. 93-638, under the Indian Self-Determination and Education Assistance Act (ISDEAA) serving the 43 federally recognized Tribes in the states of Idaho, Oregon, and Washington (Northwest Tribes). Tribes become voting members of the Board through resolutions passed by their governing body. Each member Tribe designates a delegate to serve on the NPAIHB Board of Directors.

Led by our Board of Directors, NPAIHB’s mission is to “eliminate health disparities and improve the quality of life of American Indians and Alaska Natives by supporting Northwest Tribes in their delivery of culturally appropriate, high-quality health programs and services.” We have a staff of over 120 professionals dedicated to advancing Tribal health for the 7th generation in the Pacific Northwest.

Job Title: Prevention Coordinator

Reports to: Youth Prevention Director

Initial Salary Range: $58,000 – $68,500 annually

JOB SUMMARY

Position Summary

The Prevention Coordinator plans, implements, and evaluates behavioral health and substance misuse prevention activities across NPAIHB’s Youth Primary Prevention programs. The position serves as a central liaison among staff, contractors, and Northwest Tribal partners to facilitate communication, organize training, and schedule preparatory meetings.

The Prevention Coordinator must have thorough knowledge prevention frameworks for environmental and systems change. The role also requires strong skills in prevention strategy, including the ability to promote social change, mitigate risk factors, and strengthen protective factors for youth, with the goal of delaying the onset of alcohol, tobacco, and substance use and contributing to healthier outcomes and community well-being.

The Prevention Coordinator is part of NPAIHB’s Youth Primary Prevention program team, which includes approximately three (3) public health prevention professionals, and reports to the Youth Prevention Director. This scope of work is housed within the Clinical Support Services Division.

This position is based at NPAIHB’s offices in Portland, Oregon and is expected to work on-site in accordance with applicable workplace and telework policies, including attendance at designated in-person meetings and activities. Local travel and overnight travel outside of the area are required. See “Travel Requirements” for more information.

Essential Functions

Youth Primary Prevention Programs Excellence and Success

· Supports NPAIHB’s Youth Primary Prevention programs in alignment with priorities established by member Tribes, the Strategic Plan, and applicable Tribal, federal, state, organizational, and/or funding priorities

· Contributes to an organizational culture of professional excellence, integrity, rigor, service, accountability, collaboration, and continuous improvement

· Facilitates activities across Youth Primary Prevention programs and participating Tribes to promote organized, timely, culturally responsive, and effective services

· Contributes to proactive planning, problem-solving, and continuous improvement efforts to identify needs, address barriers, and advance desired outcomes

· Supports monitoring of emerging needs, trends, risks, opportunities, and external developments affecting the Youth Primary Prevention programs and communicates material information to appropriate staff and leadership

Youth Primary Prevention Programs Strategy and Development

· Facilitates the planning and development of goals, priorities, strategies, work plans, services, initiatives, and resources for the Youth Primary Prevention programs

· Supports the implementation of priorities in response to direction from NPAIHB member Tribes, organizational strategic planning, policy developments, evaluation findings, and emerging needs

· Contributes to the development, expansion, or improvement of Youth Primary Prevention programs in collaboration with NPAIHB staff, Tribal partners, consultants, and other stakeholders

· Supports identification of needs, opportunities, barriers, and emerging issues affecting the effectiveness, sustainability, or growth of the Youth Primary Prevention programs

Youth Primary Prevention Programs Operations and Service Delivery

· Coordinates the delivery of services for Youth Primary Prevention programs

· Coordinates day-to-day operations and assigned activities in accordance with approved plans, timelines, budgets, policies, and applicable requirements

· Utilizes the processes, tools, systems, and resources necessary to carry out activities of the Youth Primary Prevention programs effectively

· Facilitates resolution of operational barriers and related adjustments to maintain effective and timely service delivery as necessary

· Supports efforts to ensure services, resources, and work products are responsive to member Tribe and other stakeholder needs, and are delivered in a timely, culturally appropriate, and high-quality manner

Project Management and Coordination

· Supports collaboration and compliance among projects, partners, and funding agencies to meet applicable goals, requirements, and NPAIHB Strategic Plan objectives and priorities

· Utilizes proactive project management practices to organize complex work, establish and monitor work plans and timelines, manage competing priorities, and meet goals, deliverables, and fiscal requirements

· Coordinates regular meetings and project discussions with participating Tribes to organize activities, clarify responsibilities, resolve barriers, and maintain shared accountability

· Coordinates cross-functional work, including dependencies, approvals, contributions, deadlines, and required follow-up

· Tracks progress against goals, objectives, milestones, budgets, work plans, and deliverables and supports necessary adjustments

· Participates in workgroups and other collaborative forums, including preparing for meetings and following through on resulting actions

Compliance and Quality Assurance

· Supports compliance with applicable laws, regulations, funding requirements, research protocols, organizational policies, professional standards, and other requirements governing activities of the Youth Primary Prevention programs

· Supports review of services, work products, data, documentation, and processes for accuracy, quality, consistency, completeness, and compliance

· Supports quality assurance, risk management, and continuous-improvement practices that respond to the needs and priorities of NPAIHB member Tribes and strengthen the effectiveness and consistency of Youth Primary Prevention programs

· Coordinates the identification, assessment, communication, and resolution of compliance risks, quality concerns, process gaps, and necessary corrective actions

· Supports adherence to applicable human-subjects protections and Institutional Review Board requirements for clinical research, surveillance, and/or evaluation

Stakeholder Engagement and Technical Assistance

· Supports relationships with NPAIHB member Tribes, Tribal health programs, the Indian Health Service, government agencies, funders, community partners, consultants, and other stakeholders

· Supports representation of the NPAIHB and its Youth Primary Prevention programs at meetings, conferences, events, committees, and workgroups

· Facilitates stakeholder engagement activities to gather input, promote participation, strengthen collaboration, and build collective understanding

· Supports capacity-building strategies based on the needs and priorities of NPAIHB member Tribes and other applicable stakeholders

· Supports training, facilitation, mentoring, presentations, resource sharing, and related capacity-building activities for Youth Primary Prevention programs and Tribal partners, as appropriate

· Supports technical assistance and consultation to Tribes participating in Youth Primary Prevention programs

· Supports communication and collaboration across NPAIHB to reduce information silos and engage multidisciplinary teams in advancing culturally appropriate prevention, treatment, and other Tribal health strategies

Research, Evaluation, and Data Management

· Supports research, surveys, assessments, feasibility studies, surveillance, evaluation, and other data-informed activities related to Youth Primary Prevention programs

· Supports data collection, management, analysis, interpretation, and quality-control processes

· Supports analysis of findings and uses results to guide program development, service improvement, policy, decision-making, and Tribally based best practices

· Contributes to substantive reports, briefs, publications, presentations, and other products that communicate research, evaluation, or data findings

· Supports appropriate data systems, protocols, documentation, confidentiality protections, and data-governance practices that uphold Tribal data sovereignty

Funding Development and Award Administration

· Supports the identification and prioritization of funding needs and opportunities that align with organizational and member Tribe priorities

· Supports grant/funding proposal planning, development, writing, budgeting, review, approval, and submission

· Supports preparation of grant budgets and justifications, scopes of work, applications, continuation requests, reports, correspondence, and related documents

· Supports post-award activities, including startup, monitoring, prior approvals, amendments, reporting, and closeout

· Supports collaboration with Project Directors, Finance staff, compliance staff, funders, and other contributors to promote timely, accurate, and compliant award administration

· Supports monitoring of sponsor policies, guidance, systems, and announcements and communicates material changes to affected staff

Administrative and Reporting Functions

· Maintains complete, accurate, and well-organized program files and supporting records in compliance with NPAIHB and applicable external requirements, including secure archiving as appropriate

· Maintains calendars, tracking spreadsheets, databases, administrative systems, or other tools with current information regarding activities, deliverables, deadlines, requirements, approvals, and follow-up

· Provides timely updates regarding assigned activities, deadlines, risks, barriers, and required actions to relevant staff and leadership

· Coordinates and contributes to the preparation of required project, program, and funding-agency reports and supporting materials, including gathering necessary information and facilitating timely completion and submission

· Documents significant activities, decisions, approvals, communications, and follow-up actions as required

· Submits an electronic Monthly Activity Report (eMAR) to the Youth Prevention Director at the end of each month, and completes other assigned administrative reporting activities as needed

· Organizes logistics and preparation for conference calls, in-person meetings, events, and other project activities with staff, Tribal partners, consultants, and other stakeholders

Other Duties

· Performs other duties as assigned by the Youth Prevention Director and/or Executive Director or designee

Qualifications

Education

Minimum education required:

· Bachelor’s Degree in Public Health, Behavioral Health, Prevention Science, Mental Health, Counseling, Psychology, Social Work, or a closely related field

o In lieu of the minimum educational requirement, at least five (5) years of experience in experience in public health, behavioral health, prevention, or a closely related field that demonstrates the knowledge, skills, and abilities required for the position may serve as an acceptable substitute for the minimum education requirement*

* Note: the substitute-experience requirement is the total experience threshold, and is not added to the shorter minimum requirement listed in the Experience section below. All other distinct education, credential, and experience requirements remain applicable.

Experience

Minimum experience required:

· At least two (2) years of experience in public health, behavioral health, prevention, or a closely related field, that demonstrates the knowledge, skills, and abilities required for the position

· At least one (1) year of professional experience working with Tribes, Tribal organizations, Tribal communities, or Tribal health clinics

· Experience supporting public health-related coalitions or similar collaborative groups

Additional experience preferred:

· At least three (3) years of professional experience working with Tribes, Tribal organizations, Tribal communities, or Tribal health clinics

· Direct experience working with Northwest Tribes

· Experience mentoring or supporting the development of others

Required Knowledge, Skills, and Abilities

· Working knowledge of primary prevention principles and strategies, including environmental or systems-change approaches, risk and protective factors, and strategies to delay youth substance use

· Familiarity with the Indian Self-Determination and Education Assistance Act and the Indian Health Care Improvement Act

· Demonstrated knowledge, discretion, tact, judgment, and overall ability in working effectively with federal, Tribal, and other professionals, and facilitating participation and partnership in the activities of Youth Primary Prevention programs

· Intermediate proficiency with common workplace software programs (including Microsoft Word, Excel, PowerPoint, Teams, and SharePoint, as well as Adobe Acrobat)

· Strong technical writing skills, including command of spelling, grammar, and proofreading, and the ability to produce polished writing under a deadline

· Proficient research and analysis skills

· Excellent interpersonal skills

· Demonstrated cultural humility and ability to work effectively across cultural contexts

· Ability to make professional oral presentations in settings at the regional and community levels, as well as in Tribal settings

· Ability to work effectively with minimal supervision

· Ability to exercise initiative and make independent decisions and recommendations

· Ability to complete tasks in a timely and accurate manner

Probationary Period

External applicants must agree to serve a minimum six-month probationary period during which time their employment can be terminated at will. For the purpose of evaluating job performance, internal applicants must agree to serve a minimum six-month probationary period when job duties change significantly.

Physical Demands

This position involves light work, including lifting no more than 20 pounds at a time, and frequently lifting or carrying objects weighing up to 10 pounds. The work may also require substantial walking or standing or regular pushing and pulling of equipment.

Travel Requirements

Local travel is required approximately 15% of the time. Overnight travel outside of the area is required approximately 15% of the time. Attendance at quarterly NPAIHB Board Meetings is occasionally required. These meetings are held both locally and hosted by our member Tribes on a rotating basis, taking place during the third or fourth weeks of January, April, July, and October, and typically require a minimum stay of two overnights per meeting.
