About This Position
The payroll specialist will be responsible for payroll managing and processing, ensuring accurate, timely, and compliant weekly and bi-weekly payments, tax withholdings, and benefits deduction, in accordance with California state and Federal laws, including California, Federal, Jones Act, and Prevailing Wage for both hourly and salaried employees.
JOB RESPONSIBILITIES
Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, wage garnishments, state and federal taxes and other deductionsProcess and audit timecards and corrections, including calculating overtime, deductions, per diems, subsistence, fringe benefits etc. in accordance with company policies and State, Federal and Union laws.Administering regulatory requirements (e.g., garnishments, tax levies, support orders, and other adjustments to payroll as necessary)Process weekly certified payroll information.Ensure that the regular, State Prevailing Wage, Davis Bacon and Certified payroll is processed accurately, efficiently and in a timely manner.Determine prevailing wage and Davis Bacon rates and trade classification.Maintain up-to-date knowledge of California wage and hour laws, including meal/rest break penalties, split shift premiums, and final pay requirements, etc.Collaborate with HR and Finance to ensure payroll compliance and resolve discrepancies.Assists with internal and external audits of records, workers' compensation, tax filings, 401K, and any HR/Payroll related items.Process irregular, off cycle and manual checks, to include but not limited to, separation payments, severance agreement payments, litigation agreement payments, in accordance with state and federal guidelines.Implement and maintain payroll best practices to improve efficiency and consult with HR to improve payroll and HRIS processes.Read, interpret, and implement Union Contract guidelines into the manual calculation of timecards. Research compliance with problems and questions and implement necessary procedure changes.Other duties as assigned.
QUALIFICATIONS:
5+ years payroll experience.Proficient in ADP payroll system.Experience with the Department of Industrial Relations (DIR).Experience with Union payroll and associated fringe benefits.Prevailing Wage and Certified Payroll processing experience required.Maintain confidential information when required by legal and ethical standards of professionalism to ensure privacy of employee records.Strong interpersonal, organizational, oral, and written communication skills are required.An understanding of accounting fundamentals and payroll best practices.MS Office – strong Excel skills and knowledge of relevant software and databases.Must be extremely organized, accurate, possess a high level of attention to detail and be able to perform successfully under pressure and in a timely manner.Implement and maintain payroll best practices to improve efficiency and consult with human resources to improve payroll and HRIS processes.Other duties as assigned.Bilingual in English and Spanish.PHYSICAL DEMANDS:
Extended periods of sitting at a desk and workstation.Frequent use of hands for typing, data entry, operating office equipment (copiers, fax machines), and writing.Close vision is required for reading screens and documents, along with corrected vision and hearing to operate telephones and interact with others.Proper heat/cold tolerance, working in all weather conditions.Lifting 10 lbs. and occasionally up to 25 lbs. (e.g., supplies, files).Ability to work on a moving and uneven platform.
SALARY:
$45.00 - 48.00 DOE
