WHO YOU ARE:
We are seeking a highly motivated and detail-oriented Business Analyst with a strong background in federal contracting and acquisition (1102 series) to support a Contract Management System. This position will provide tier 2 help desk support, ad-hoc and functional expertise to ensure efficient operation and continuous improvement of the acquisition systems. The ideal candidate will have hands-on experience with Procurement for Public Sector (PPS) and SAP ECC, as well as a solid understanding of the Office of Procurement policies and procedures. This role requires strong analytical skills, a deep understanding of federal acquisition processes, and the ability to work collaboratively with technical and functional stakeholders in an Agile environment.
WHAT YOU WILL DO:
• Provide Tier 2 help desk support for a Contract Management System , resolving functional and system-related issues.
• Serve as a subject matter expert (SME) on procurement policies, business processes, and federal acquisition regulations.
• Collaborate with procurement personnel, developers, product owners, and system administrators to define, document, and validate functional requirements.
• Analyze business needs and translate them into system specifications, enhancement requests, or configuration updates.
• Develop and maintain process documentation and functional support materials.
• Identify opportunities to streamline procurement processes and improve system usability and compliance.
• Participate in Agile ceremonies, including sprint planning, backlog refinement, and sprint reviews.
• Support user acceptance testing (UAT) to ensure system functionality meets user and business requirements.
• Track and manage issues and requests through established help desk and change management systems.
Minimum Required Qualifications:
• Experience working in or supporting a federal acquisition/contracting environment (1102 series or equivalent).
• Experience with Procurement for Public Sector (PPS).
• Experience with SAP ECC.
• Experience working with Procurement processes and systems.
• Strong understanding of the federal procurement lifecycle, including pre-award, award, and post-award activities.
• Knowledge of FAR and DFAR.
• Proven experience gathering and documenting business and functional requirements.
Highly Desirable Qualifications:
• Hands-on experience with federal acquisition systems (GAMS)
• Experience creating and managing user stories, acceptance criteria, and functional documentation.
• Familiarity with business process reengineering and digital transformation efforts within federal agencies.
• Experience supporting geographically dispersed or remote teams.
• Experience supporting enterprise systems in an Agile development or support environment.
Preferred Skills and Attributes:
• Excellent analytical and problem-solving skills with strong attention to detail.
• Strong written and verbal communication abilities, including stakeholder facilitation and technical writing.
• Ability to work independently with minimal supervision in a fast-paced environment.
• Self-motivated and proactive, with a commitment to continuous learning and improvement.
EDUCATION
Bachelor’s Degree from an accredited college or university in Computer Science, Information Systems, Engineering, Business, or a related technical discipline.
