Job Description

Position Description:
The Program Specialist for the Career Pathways Professional Development Center (CPPDC) will provide collaborative leadership and subject matter expertise in the development and implementation of the CPPDC at Restore Education. The purpose of the CPPDC is to provide professional development and technical assistance that advances adult education pathways to in-demand careers across the state of Texas with an emphasis on system integration.

Program Specialists bring expertise in areas such as curriculum design, professional development, workforce development, employer engagement, facilitation, and implementation. Working collaboratively as part of the CPPDC team, Program Specialists support a multi-faceted professional development center designed to advance Adult Education and Learning (AEL) and Integrated Education and Training (IET) best practices, strengthen workforce system alignment, and improve employment and postsecondary outcomes for priority populations.

Responsibilities include leading and supporting a variety of initiatives, including a cohort-based professional development academy, statewide symposium, regional workshops, webinars, online learning resources, employer engagement activities, and technical assistance projects. The position works closely with diverse stakeholders including Texas Workforce Commission (TWC) personnel, adult education providers, postsecondary institutions, employers, students, and community partners.

This is a full-time position reporting to the CPPDC Project Manager and requires the exercise of discretion, independent judgment, and professional expertise in the successful implementation of CPPDC initiatives.

Status: Exempt
Schedule: Full-time hours with flexible schedule (some Evenings and Weekends required). Travel within state of Texas required up to 30% of time.
Location: Remote or hybrid (with location in the state of Texas required).

Responsibilities
The Program Specialist will collaborate with the CPPDC Project Manager, fellow Program Specialists, the Data and Administrative Coordinator, and contracted partners to design, implement, and continuously improve statewide professional development and technical assistance initiatives. Responsibilities include:
  • Design, develop, and facilitate high-quality professional development, training, and technical assistance activities that advance AEL and IET best practices across Texas.
  • Support the planning and implementation of a statewide cohort-based learning academy focused on workforce integration, accessibility, and evidence-based practices for diverse learners.
  • Support the planning and execution of an annual multi-day professional development symposium and regional workshops that engage adult education, workforce, postsecondary, employer, and community stakeholders.
  • Develop curriculum, learning materials, resources, and content that align with stakeholder needs, industry trends, evidence-based practices, and TWC priorities.
  • Advise on and contribute to webinars, online learning resources, website content, and a trainer and resource network to support statewide capacity building.
  • Support employer engagement initiatives and the development of strategies, resources, and partnerships that strengthen career pathway integration and workforce alignment.
  • Collaborate with internal and external partners to identify subject matter experts, speakers, facilitators, and training resources.
  • Provide direct technical assistance and consultation to adult education providers and other stakeholders as needed.
  • Support participant recruitment, engagement strategies, event logistics, and content delivery to ensure successful implementation of CPPDC activities.
  • Contribute to evaluation, reporting, and continuous improvement efforts by tracking activities, analyzing feedback and outcomes data, and supporting annual reporting requirements.
  • Build and maintain positive relationships with diverse stakeholders including adult education providers, postsecondary institutions, employers, and community partners.
  • Perform other duties and responsibilities as assigned.

Education and Experience
  • Alignment with Restore Education's mission and core values and a belief that postsecondary success is for everyone.
  • Bachelor's degree from an accredited college or university in Education, Social Sciences, Psychology, Interdisciplinary Studies, or a related field. Master's degree preferred.
  • Experience designing and implementing Integrated Education and Training (IET) programs required.
  • Three or more years of experience teaching and/or facilitating training for adult learners.
  • Three or more years of experience developing contextualized, evidence-based curriculum and professional development content for adult learners.
  • Experience in workforce development and employer engagement across sectors.
  • Experience designing and facilitating conferences, workshops, webinars, and other professional learning opportunities required.
  • Experience managing logistics and budgets for complex conferences, meetings, or events preferred.
  • Experience working with diverse stakeholders, including community-based organizations, government agencies, postsecondary institutions, industry associations, and school districts highly desired.
  • Experience working in complex, high growth organizations and presenting to senior level audiences.
  • Experience developing recruitment, outreach, or stakeholder engagement plans preferred.
  • Experience with content evaluation, outcomes measurement, and continuous improvement preferred.
  • Experience creating and managing website content preferred.

  • Knowledge of adult education, workforce development systems, career pathways, and related resources across Texas.
  • Strong organizational skills and the ability to coordinate multiple projects, meetings, events, timelines, and stakeholder groups simultaneously.

  • Ability to translate research, data, and evaluation findings into practical, engaging learning opportunities and actionable recommendations.
  • Excellent written, verbal, presentation, and facilitation skills, including the ability to communicate complex concepts clearly to diverse audiences.
  • Strong analytical and problem-solving skills, including the ability to evaluate information, exercise sound judgment, and make data informed recommendations.
  • Strong project and time management skills with the ability to work independently, manage competing priorities, and meet deadlines in a dynamic environment.
  • Ability to build consensus, facilitate collaboration, and navigate complex stakeholder relationships with professionalism and diplomacy.
  • Outstanding interpersonal skills and the ability to build trust-based relationships with individuals from diverse backgrounds and experiences.
  • Self-motivated, adaptable, and entrepreneurial, with the ability to balance initiative, collaboration, flexibility, and accountability.
  • Proficiency with Microsoft Office applications, virtual meeting platforms, and other technology tools used to support communication, project management, and stakeholder engagement. Familiarity with CRM databases i.e. Salesforce, TEAMS.

LICENSES OR CERTIFICATES
Must possess a valid Class “C” Texas Driver’s License or obtain one within 30 days of becoming a Texas resident.

PHYSICAL DEMANDS AND WORKING CONDITIONS
Work requires visual acuity, speech, hearing, and manual dexterity to operate standard office equipment. Duties include sitting, standing, walking, bending and twisting as needed to perform essential functions.
