FULL JOB SUMMARY
The community of Gingolx or Kincolith is a Nisga’a Village in the Nass River valley in British Columbia, Canada. The community population is approximately 400 people. Gingolx is one of four Nisga’a communities that make up the Nisga’a Nation. The community consists of one chief councillor and five council members.
The Director of Finance is responsible for ensuring compliance with Generally Accepted Accounting Principles (GAAP) for internal controls and overseeing the financial health and sustainability of the village government. This role includes managing budgeting processes, ensuring accurate financial reporting, and monitoring cash flow to maintain financial stability. The Director also ensures compliance with the regulatory requirements of the village government, adheres to accounting guidelines, and oversees the annual audit. This position requires close collaboration with the Chief Administrative Officer.
The Director will be responsible for supervising the finance staff. This role also entails ensuring compliance with the Gingolx Village Government (GVG) Financial Policies, the Nisga’a Lisims Government (NLG) Financial Administration Act, and any reporting requirements for Provincial or Federal funding. Additionally, the Director will support the development of departmental budgets, capital budgets, and work plans.
RESPONSIBILITIES
- Ensuring compliance with the Nisga’a Lisims Government Financial Administration Act.
- Ensure Audit Annual filing with NLG.
- Ensure regular or monthly remittances and annual reports for Canada Revenue Agency (CRA),
- Workers Compensation Board (WCB) preparation and Annual T4 Summary are filed.
- Responsible for supervision of Finance Department employees: Accounts Payable Clerk, Accounts Receivable Clerk and Payroll Clerk.
- Coordinate and prepare monthly Financial Statements for GVG Chief and Council consideration and approval.
- Provide monthly Financial Statements to Departmental Managers.
- Coordinate, prepare and compile budgets and associated work plans for departmental budgets.
- Ensure financial and administrative controls are implemented.
- Contributes to the strategic direction of GVG in a collaborative manner.
- Maintaining and developing effective working relationships with external partners and stakeholders including financial institutions, governments, and other First Nations organizations.
YOUR QUALIFICATIONS AND EXPERIENCE
- University degree in Accounting/ Business. (CPA) is preferred.
- At least 3 - 5 years of experience in financial management.
- Minimum 2 years supervisory experience.
- Ability to maintain confidentiality while working.
- Proficiency in financial software (e.g., Sage) and Microsoft Office Suites (Excel, Word, PowerPoint)
- Knowledge of the Nisga’a Language and culture is an asset.
- Current and Valid Criminal records check.
- Excellent written and verbal communication skills, including the ability to present financial information to the Chief and Council, and staff
- Ability to work effectively within a fast-paced environment
- Strong leadership skills and the ability to motivate and develop staff
