About This Position
The purpose of this classification is to provide technical, professional and administrative Human Resources work for an assigned Department(s) or business unit. Work can involve coordinating and administering employment/on-boarding; including the recruitment/selection/hiring process, classification and compensation, development, retention and other human resources functions.
Under the general supervision of a Human Resources Manager this position administers and supports the recruitment process for an assigned County department(s) or business unit(s).Plans and implements targeted recruitment programs, including discussing vacancy with division managers/supervisors/division directors. Prepares and places job advertisements in appropriate media and plans and implements recruitment strategies. Receives, reviews and distributes applications; facilitates the selection of new hires by advising and assisting managers with interviews and selection procedures including conducting and/or arranging interviews; Reviews the selection of new employees; contacts recommended applicants with job offers and to conduct post-offer background and reference check process; schedules drug screening and physical examinations as appropriate. Generates offer letters and letters informing other candidates of selection decision and negotiates salary issues when appropriate. Prepares and processes new hire documents, forms and records. Monitors position vacancies and hiring activities and ensures division does not exceed authorized staffing levels. Prepares position vacancy reports. Confers with Department Heads, Division Directors and Managers regarding changes in organizational structure, and the filling of open positions as it relates to Succession Planning requirements. Assists in the review and submission of special pay adjustments and other compensation requests for an assigned Department(s) or business unit within the County. Serves as an internal advisor/consultant to other HR staff and employees regarding compensation issues; responds to inquiries; provides information; explains policies and procedures; and helps to identify ways to avoid and/or resolve compensation related problems. Receives and reviews personnel action forms to report current payroll data for an assigned department(s); analyzes forms for accuracy of pay calculations, position assignments, pay grade data, vacancies and type of action to be performed; completes paperwork on new hires, promotions, transfers, etc. to include calculation of salary, dates, position information and other data as necessary. Participates in division and department meetings and provides information to management about best HR practices. Aids and information to County department heads, division directors, managers, employees, applicants and the public regarding human resources programs and issues. Explains and interprets policies, procedures and regulations; and provides guidance and direction regarding employee relations, compensation, employment payroll and other human resources issues. Responds to telephone calls, e-mails and other inquiries regarding assigned programs. Assists employees with questions and complaints. Actively participates in local, state and/or national Human Resources Associations. Attends job fairs and recruitment events, assists in the development of initiatives to recruit diverse talent into the organization, and provides outreach to the public about openings. Exercises high level discretion due to the sensitive and/or confidential nature of information processed. Operates a personal computer, telephones, copiers and other general office equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software
Bachelor's degree in human resources, public/business administration or a related field supplemented by one year of experience or an associate degree with three years of experience performing professional work in support of a variety of human resources programs/functions, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Knowledge of federal and state laws regarding employment practices required. Professional certification from the Society for Human Resource Management (SHRM-CP or SHRM-SCP) or the Human Resources Certification Institute (PHR or SPHR) is preferred. Experience with applicant tracking systems and/or HRIS systems preferred. Fingerprinting required.
