ASSISTANTPROGRAM ANALYST
DEPARTMENT: Human Services
SALARY: (U31) $51,275 – $85,395
LOCATION: Trenton, NJ
SCHEDULE: Monday – Friday, 8:30 AM – 4:30 PM, with a one-hour unpaidlunch break
REPORTS TO: Assistant Director of Human Services

POSITIONOVERVIEW
MercerCounty is seeking a motivated and organized professional to join the Departmentof Human Services as an Assistant Program Analyst. This position supports theDepartment and its divisions through program analysis, contract monitoring,budget oversight, and coordination of various departmental initiatives.
The idealcandidate will demonstrate strong organizational and time-management skills,the ability to prioritize assignments and coordinate multiple initiativessimultaneously, a high level of professionalism, and strong communication andtechnical skills.
RESPONSIBILITIES
ProgramReview, Planning & Coordination
- Monitor assigned contracts to ensure vendors meet contractual requirements, deliverables, timelines, service levels, and quality standards.
- Verify that expenditures and services are consistent with approved contract scopes, budgets, and funding requirements.
- Review vendor performance, invoices, reports, records, and supporting documentation for accuracy and compliance with contract terms.
- Prepare monitoring reports, performance summaries, and recommendations for management.
- Assist with the preparation of Requests for Proposals (RFPs) and the review of applications for recommendations of award.
- Maintain awareness of contract expiration dates, funding requirements, and amendment obligations.
- Develop County and grant budget projections and monitor contract spending to identify potential gaps in services.
- Coordinate multiple projects, assignments, and departmental initiatives in accordance with established priorities and deadlines.
- Perform other related duties as required.
MINIMUMREQUIREMENTS
Applicantsmust meet one of the following or a combination of both experience andeducation. Thirty (30) semester hour credits are equal to one (1) year ofrelevant experience.
- Four (4) years of professional experience in the review, analysis and evaluation of operating programs in an agency or organization.; OR
- A bachelor's degree from an accredited college or university.
Allqualifications are subject to the requirements of the New Jersey Civil ServiceCommission job specification for this title.

- Ability to review, interpret, analyze, and evaluate data and other information.
- Ability to prepare accurate, technically sound, and informative reports.
- Ability to use information systems for program enrollment, monitoring, and reporting purposes.
- Proficiency in Microsoft Office Suite.
