Job Summary
The Site Competency & Training Manager is responsible for leading the development, implementation, and continuous improvement of a structured competency competency and training framework that supports operational excellence, safety, quality and workforce capability across the AVGOL site. This role partners closely with operations, and Maintenance, Quality, EHS, and site leadership to ensure employees process technical skills, certifications, and knowledge required to operate in a high-performance, continues manufacturing environment. The position oversees the site training matrix, pay for skills progression, and all training systems to ensure alignment with AVGOL standards regulatory requirements, and business objectives. The Site Competency & Training Manager plays a critical role in building a highly skilled, flexible workforce while fostering a culture of learning, accountability, and continuous improvement.
Essential Duties and Responsibilities
Competency & Capability Development
- Develop, implement, and maintain a site-wide competency framework and skills matrix across all functions (Production, Maintenance, Quality, Warehouse, and Lab)
- Define clear role-based skill requirements and proficiency levels for operators, technicians, and support roles
- Conduct skills gap analysis and partner with leaders to build targeted development plans
- Drive consistency and governance of the Pay-for-Skill program, including assessments and progression criteria
Training Strategy & Execution
- Design and deliver structured training programs using blended learning approaches (OJT, classroom, visual, and digital)
- Lead training for:
- Line Operators, Slitter Operators, Lead Operators
- Maintenance Technicians
- Erema/Material Handlers
- Lab Personnel
- Packers, Scanners, and Warehouse Teams
- Conduct onboarding and ensure rapid capability ramp-up for new hires
- Deliver refresher, cross-training, and upskilling programs aligned with production needs
Operational & Technical Enablement
- Partner with Operations and CI teams to align training with:
- Lean manufacturing / continuous improvement initiatives
- Process changes, new equipment, and technology deployments
- Translate complex technical processes into clear, standardized training materials and SOPs
- Actively support improvements in safety, quality, waste, and efficiency through training interventions
Training Systems, Documentation & Compliance
- Maintain accurate and audit-ready training records, certifications, and compliance documentation
- Own and continuously improve the training matrix and tracking systems
- Ensure training programs meet OSHA, safety, quality, and regulatory requirements
- Prepare and report training metrics and progress updates to corporate and site leadership
SOPs & Standardization
- Review, develop, and update Standard Operating Procedures (SOPs) and Work Instructions
- Ensure SOPs reflect best practices, safety expectations, and process accuracy
- Standardize training materials to ensure consistency across shifts and teams
Assessment & Effectiveness
- Design and administer skill-based assessments and certification processes
- Evaluate training effectiveness through:
- Performance data
- Observations
- Employee feedback
- Track and report on competency progression and readiness levels
Safety & Culture
- Reinforce safety-first behaviors through all training programs
- Partner with EHS and serve as backup support for safety training and initiatives
- Foster a culture of continuous learning, accountability, and operational discipline
Stakeholder Collaboration
- Collaborate with supervisors, managers, and employees to identify evolving training needs
- Build strong partnerships across departments to align training with business priorities
- Provide coaching and guidance to frontline leaders to strengthen on-the-job training capability

Requirements
- Bachelor’s degree in Training & Development, Organizational Development, HR, Engineering, Education, or related field
- Minimum of 5+ years of training, competency development, or L&D experience in a manufacturing environment
- Experience with:
- Competency frameworks and skills matrices
- Training in technical/production environments
- SOP development and structured assessments
- Certified Professional in Learning & Performance (CPLP) or equivalent preferred
- Strong facilitation, coaching, and stakeholder engagement skills
- Experience with training systems or LMS platforms strongly preferred
- Flexibility to work extended hours and nights as needed
Work Environment
This role requires significant time on the production floor in a dynamic, fast-paced manufacturing environment, as well as administrative work in an office setting. The position involves frequent interaction with employees across all shifts and functions and requires hands-on engagement with equipment, processes, and training activities.
