Description:

The SME Software Developer, Applications will serve as a senior technical subject matter expert supporting the development, enhancement, modernization, integration, and sustainment of the PRM Enterprise System. PRiMES is a mission-critical Department of State platform used to manage project funding, partner information, program data, monitoring activities, financial plans, reporting, and data visualizations for the Bureau of Population, Refugees, and Migration and other Department users.

This role will focus on designing, developing, maintaining, troubleshooting, and enhancing enterprise application solutions within Microsoft Dynamics 365 CRM and the Microsoft Power Platform. The SME Software Developer will support application modernization, CRM configuration, custom development, workflow automation, system integration, SQL Server development, production support, and Agile/Scrum delivery activities.

The ideal candidate will bring deep hands-on technical experience with Dynamics 365 CRM, Power Apps, Power Automate, C#/.NET development, JavaScript, APIs, SQL Server, and federal enterprise application environments.

Key ResponsibilitiesDynamics 365 CRM and Power Platform Development
  • Design, develop, configure, and maintain enterprise solutions within Dynamics 365 CRM and Microsoft Power Platform.
  • Configure custom entities, forms, views, business rules, workflows, and CRM security models.
  • Develop CRM plugins, JavaScript web resources, and custom business logic using C#, JavaScript, and the Dynamics CRM SDK.
  • Build and maintain Power Apps to support business processes, program workflows, and user-facing functionality.
  • Build and maintain Power Automate workflows to support approvals, notifications, automation, and process efficiency.
  • Support automated notifications, workflow processes, and system-triggered business logic.
  • Ensure Dynamics 365 and Power Platform solutions are secure, scalable, maintainable, and aligned with user and mission needs.
Application Development and Modernization
  • Develop and enhance custom applications using .NET, ASP.NET, Web API, C#, JavaScript, HTML/CSS, and related technologies.
  • Support enterprise application modernization and enhancement initiatives.
  • Assist with modernizing existing application functionality, improving interfaces, and supporting system architecture enhancements.
  • Support migration, modernization, and enhancement activities across the PRiMES platform.
  • Develop technical solutions that improve usability, data quality, workflow efficiency, and reporting capabilities.
  • Troubleshoot application issues, support production systems, and implement enhancements based on user and stakeholder needs.
System Integration and API Development
  • Integrate Dynamics 365 CRM and Power Platform solutions with external systems using REST APIs, OData, JSON, XML, and web services.
  • Support enterprise application integration activities involving PRiMES and related Department systems.
  • Develop and maintain integration logic, data exchange processes, and system interfaces.
  • Work with technical teams to identify integration requirements, data dependencies, and interface issues.
  • Support API-driven modernization efforts and ensure integrations are reliable, secure, and properly documented.
SQL Server and Data Support
  • Support SQL Server database development, including stored procedures, views, triggers, data queries, and reporting support.
  • Assist with data migration, data transformation, system modernization, and application enhancement initiatives.
  • Support development of queries and data structures that enable reporting, dashboards, workflows, and system functionality.
  • Work with business intelligence analysts, data scientists, developers, and stakeholders to ensure application data supports reporting and operational needs.
  • Help improve consistency, accuracy, accessibility, and reliability of data used within PRiMES.
Agile/Scrum Delivery
  • Participate in Agile/Scrum ceremonies, including sprint planning, backlog grooming, estimation, daily stand-ups, sprint reviews, retrospectives, and status updates.
  • Collaborate with cross-functional teams to gather requirements, clarify user stories, document technical solutions, and deliver high-quality software.
  • Work with project managers, business analysts, testers, data staff, product owners, and federal stakeholders to ensure requirements are accurately implemented.
  • Support sprint execution by identifying technical risks, blockers, dependencies, and solution options.
  • Provide technical input for release planning, enhancement prioritization, and backlog refinement.
Production Support and Troubleshooting
  • Troubleshoot application issues and support production systems.
  • Analyze defects, user issues, workflow problems, performance concerns, and integration errors.
  • Implement fixes, enhancements, configuration updates, and technical improvements.
  • Support testing, validation, user acceptance testing, and release readiness activities.
  • Document technical solutions, configuration decisions, development changes, and support procedures.
  • Ensure software deliverables meet work standards, quality expectations, and stakeholder requirements.
Stakeholder and Technical Team Collaboration
  • Communicate effectively with technical teams, business stakeholders, and federal clients.
  • Translate business needs into practical technical solutions.
  • Provide technical guidance and recommendations related to Dynamics 365 CRM, Power Platform, custom development, integration, and modernization.
  • Collaborate with developers, system experts, project managers, analysts, data scientists, and end users.
  • Support customer meetings, technical discussions, solution reviews, and application enhancement planning as needed.
  • Maintain a customer-focused approach while delivering secure, reliable, and mission-aligned technical solutions.
Requirements:
  • Secret clearance required.
  • 10+ years of software development experience.
  • Hands-on experience developing and supporting Dynamics 365 CRM solutions.
  • Experience with Microsoft Power Platform, including Power Apps and Power Automate.
  • Strong development experience with C#, JavaScript, .NET, ASP.NET, Web API, or similar Microsoft technologies.
  • Experience developing CRM plugins, JavaScript web resources, custom entities, forms, views, workflows, and security roles.
  • Experience integrating enterprise applications using REST APIs, OData, JSON, XML, and related integration models.
  • Strong SQL Server experience, including database development, stored procedures, views, triggers, and reporting queries.
  • Experience supporting enterprise application modernization or enhancement initiatives.
  • Experience working in Agile/Scrum development environments.
  • Ability to communicate effectively with technical teams, business stakeholders, and federal clients.
