Position InformationPosition Title:HR DirectorDepartment:OfficeReports To:VP of OperationsFLSA Status:Salary-ExemptPosition SummaryThe Human Resources Director for a construction company oversees all HR functions supporting field and office operations. This role ensures compliance with construction-specific regulations, manages workforce planning for job sites, oversees recruiting for skilled trades, and supports organizational objectives related to safety, culture, and employee development. The HR Director works closely with project managers, superintendents, and leadership to ensure the company has the workforce, policies, and systems needed to complete projects safely and efficiently.Essential Duties & ResponsibilitiesRecruitment & StaffingOversee full-cycle recruitment for field trades, laborers, equipment operators, foremen, office staff, shop personnel, and management roles.Build recruiting partnerships with trade schools, apprenticeship programs, workforce agencies, and industry associations.Develop and maintain a reliable pipeline of skilled labor to support multiple job sites.Oversee onboarding processes including jobsite orientation, safety training, and credential verificationEmployee RelationsServe as a primary contact for field and office employees regarding workplace concerns and policy interpretation.Investigate employee complaints, incidents, and policy violations; recommend corrective actions when necessary.Coach supervisors and management members on effective communication, performance management skills, and disciplinary procedures.Promote a respectful, collaborative, and safety-focused work environment across all job sites.Compliance & Regulatory OversightEnsure compliance with federal, state, and local employment laws, including wage and hour requirements for multi-state projects.Manage HR responsibilities related to OSHA, EEO, FMLA, ADA, and other regulatory standards.Oversee certified payroll and documentation required under Davis-Bacon and other prevailing wage requirements.Maintain accurate employee records, licenses, certifications, and required job-site documentation.Knowledge of DOT regulations and paperwork compliance maintenance (preferred). Compensation & Benefits AdministrationOversee and maintain competitive compensation structures for both field and office positions.Manage employee benefits programs including health insurance, retirement plans, PTO, and leave management.Conduct market salary reviews to ensure competitiveness within the construction industry.Partner with finance to support payroll, budgeting, and labor cost management.Performance ManagementManage performance evaluation processes and ensure consistent application across departments and job sites.Provide guidance to supervisors on coaching practices, documentation, and performance improvement plans.Support succession planning and leadership development programs.Training, Safety & DevelopmentCollaborate with the Safety Department to coordinate OSHA-required training, jobsite orientations, and safety certifications.Develop ongoing training programs for project managers, foremen, and supervisors.Support career development pathways and apprenticeship opportunities to grow skilled trades within the organization. HR Operations & SystemsLead and supervise HR staff, ensuring efficient daily operations.Manage HRIS and applicant tracking systems; ensure accurate HR data across platforms.Develop and update HR policies, procedures, and employee handbooks specific to construction needs.Qualifications/ Skills Education & ExperienceBachelor’s degree in human resources, Business Administration, Construction Management, or related field.Master’s degree preferred.5+ years of HR experience or at least 3 years in a senior or leadership role.Construction or skilled trades industry experience strongly preferred.Skills and CompetenciesStrong knowledge of construction labor practices, jobsite requirements, and multi-state compliance.Familiarity with OSHA safety standards and construction-specific regulations (preferred)Excellent communication, leadership, and relationship-building skills.Experience in managing workers’ compensation claims, return-to-work programs, and coordination with insurance carriers.Strong problem-solving, time management, and organizational abilities.Proficiency in HRIS systems, such as ADP Workforce Now (preferred) Compensation & Benefits• Competitive pay based on experience.
