About the Role:

Civility Management Solutions (CivilityMS) is seeking an experienced Senior Performance & Budget Analyst / PA&E Subject Matter Expert (SME) to support support recurring executive-level federal reporting cycles, analytical reporting activities, strategic performance reviews, and performance-management initiatives in a fast-paced federal environment. This position supports high-visibility deliverables associated with federal performance and accountability reporting, executive briefings, recurring review cycles, and publication-ready reporting products.

The ideal candidate will demonstrate strong experience supporting executive-level reporting environments involving recurring deadlines, iterative review cycles, stakeholder coordination, reconciliation activities, and compressed reporting timelines.


Key Responsibilities:

  • Lead support activities associated with executive-level financial and performance reporting deliverables
  • Support recurring AFR/APR and related federal reporting activities
  • Coordinate recurring reporting schedules, milestone tracking, and executive review cycles
  • Conduct analytical review, reconciliation, validation, and quality assurance activities
  • Develop executive briefings, reports, presentations, and reporting summaries
  • Coordinate stakeholder inputs, review comments, and deliverable updates across multiple offices
  • Support strategic review activities and performance-measure reporting efforts
  • Assist with version control, iterative draft management, and publication readiness activities
  • Support Section 508-compliant reporting products and document remediation activities
  • Support compressed reporting deadlines and surge-response activities during peak reporting periods
  • Provide analytical and governance support to leadership and program stakeholders

Minimum Qualifications

  • Bachelor’s degree in Business, Finance, Public Administration, Management, Accounting, or related field
  • Minimum 10 years of federal analytical, budget, financial, reporting, governance, or program-management support experience
  • Experience supporting executive-level federal reporting environments
  • Experience coordinating recurring federal reporting cycles involving iterative reviews and compressed deadlines
  • Strong analytical, organizational, and written communication skills
  • Strong Microsoft Office proficiency, especially Excel, PowerPoint, and Word
  • Ability to manage multiple priorities and deadlines in a fast-paced federal environment

Preferred Qualifications:

  • DHS or DoD experience preferred
  • Experience supporting federal CFO, performance-management, or executive reporting environments
  • Familiarity with GPRA/GPRAMA and OMB Circular A-11 reporting processes
  • Experience supporting AFR/APR reporting activities
  • Experience supporting executive briefings and recurring federal reporting cycles
  • Experience supporting stakeholder coordination, review-cycle management, and executive-level deliverables
  • Familiarity with Section 508 reporting requirements preferred

Preferred Certifications:

  • Project Management Professional (PMP)
  • Certified Government Financial Manager (CGFM)
  • Certified Defense Financial Manager (CDFM)

Security Requirements:

Ability to obtain and maintain DHS suitability/background investigation.
