Overview:
The Payroll Supervisor is responsible for the administration of all payroll functions for the Leon County Clerk of the Circuit Court and Comptroller (Clerk), the Leon County Board of County Commissioners (Board), and other County Constitutional Officers, including ensuring accuracy and timeliness of payroll related documents, maintaining proper accounting for payroll processing, and certifying all payments follow department guidelines. The position currently supervises one subordinate staff and reports to the Disbursement Manager. This position may be identified as Essential Personnel during emergencies and require attendance beyond normal work shift or schedule to meet organizational demands.
STARTING SALARY WILL NOT EXCEED 10% OF THE BASE SALARY
- Supervise and administer all payroll operations for Leon County Board of County Commissioners (BOCC), Emergency Medical Services (EMS), Supervisor of Elections (SOE), Elected Officials (EO) and Leon County Clerk of Courts and Comptroller.
- Review payroll maintenance for the BOCC, EMS, SOE, EO and Clerk of Court and Poll Workers and assist others with payroll functions as requested.
- Verify and compute payroll, compile reports of taxes, insurance, retirement and social security withholdings.
- Maintain supporting payroll data for compliance with laws and established procedures and regulations.
- Oversee compliance with financial policies and procedures.
- Assist with the reconciliation of payroll related accounts to ensure they accurately reflect payroll activity.
- Trains, assigns, directs, supervises, evaluates and disciplines personnel in accordance with policies and procedures.
- Formulate procedures to improve the efficiency and effectiveness of the payroll function.
- Prepare invoices or other appropriate documents to distribute payroll deductions and to accompany weekly or monthly reports.
- Prepare journal entries as deemed necessary to appropriately account for all payroll related activity.
- Prepare quarterly and annual reports, including FRS monthly payments, 941 reports and W2 and annual tax reporting;
- Primary subject matter expert for IRS processing, submission, & reporting.
- Prepare various year end schedules and provide information for annual audit.
- Provide excellent customer service to internal and external customers or staff.
- Provide leadership and support for new initiatives relating to the Payroll functions and staff.
- Work with internal and external auditors on finance and/or payroll audits.
- Update/create process documentation for all payroll related tasks; ensure payroll policies and procedures are accurately documented and reflects the current process.
- Performs other duties as assigned.
Knowledge, Skill, and Abilities:
- Extensive knowledge of accounting and management principles and Payroll processing procedures.
- Demonstrated ability to analyze and correct financial and accounting errors.
- Ability to solve practical problems and deal with a variety of variables.
- Possess thorough knowledge of federal and state payroll laws and deadlines.
- Knowledge of Positive Pay and other banking services designed to safeguard disbursements.
- Ability to supervise employees in accordance with the organization’s policies and procedures.
- Ability to work in a fast-paced, automated environment with many interruptions.
- Ability to train others on policies and procedures.
- Commitment to ethical behavior with a willingness to adhere to all company policies and current financial requirements and laws to include the safeguarding of sensitive and confidential information
- Use of computer software programs and/or other applications.
- Bachelor's degree from accredited college or university in Accounting, Finance, or a related field and one year of accounting, finance, payroll and/or disbursements experience.
- Or five years related experience in a high volume payroll environment, including two years of supervisory experience.
- Working knowledge of Generally Accepted Account Principles (GAAP).
- Advanced computer skills and proficiency in MS Office Suite, accounting databases and software.
- The ability to handle a variety of issues and problems; ability to communicate well with others in a courteous and professional manner; and the ability to provide high quality customer service to all internal and external customers.
Preferred Experience:
- Proven experience in preparing and managing government compliance reports and adhering to deadlines.
- Experience working with Banner financial software.
- Governmental accounting experience.
- Payroll management and general ledger in a fund accounting environment.
Licensure or Certification Requirements:
- Preferred certification in Payroll, Accounting, or a related field
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is frequently required to; sit, stand and walk, reach with hands and arms, stoop, kneel or crouch and perform repetitive actions and motion of one or both hands. Employee needs to be able to hear ordinary conversation and office sounds, conduct verbal communication in person and on the phone. Specific vision abilities required by this job include; color vision, distance vision, peripheral vision, and depth perception.
- Possess and maintain a valid Driver's License.
