Human Resources Manager (Training & Development Focus)

Reports To: Chief Operating Officer
Location: Waldorf, MD
Employment Type: Full-Time

Position Overview

The Human Resources Manager is a strategic and hands-on leader responsible for overseeing the full employee lifecycle while building a high-performing HR function through structured training, development, and process improvement.

This role places a strong emphasis on developing HR staff, strengthening leadership capabilities across the organization, and enhancing the overall employee experience. The ideal candidate is both an experienced HR practitioner and an effective coach who can design and deliver training programs, mentor team members, and implement scalable HR systems.

Key Responsibilities

1. HR Staff Development & Training (Primary Focus)

  • Design, implement, and continuously improve a comprehensive HR training program for internal staff
  • Develop structured training curricula, SOPs, and competency frameworks for HR roles
  • Conduct regular training sessions (weekly/bi-weekly) to build technical HR knowledge and leadership skills
  • Mentor and coach junior HR team members to ensure growth into independent, high-performing professionals
  • Evaluate training effectiveness through performance metrics and continuous feedback loops
  • Maintain training records and ensure compliance with required certifications and standards

2. Employee Lifecycle Management

  • Oversee and administer all stages of the employee lifecycle, including recruitment, onboarding, development, retention, and offboarding
  • Lead onboarding programs to ensure employees are effectively integrated into company culture, policies, and expectations
  • Conduct and oversee exit processes, including exit interviews and transition planning
  • Continuously improve processes to enhance employee experience and retention

3. Leadership Development & Organizational Effectiveness

  • Partner with leadership to design and deliver management and leadership development programs
  • Support managers in performance management, coaching, and employee engagement strategies
  • Drive initiatives that strengthen company culture, accountability, and team performance
  • Provide guidance on organizational design and workforce planning

4. HR Operations, Compliance & Policy Management

  • Oversee daily HR operations to ensure efficiency, consistency, and compliance with all applicable laws and regulations
  • Develop, update, and implement HR policies and procedures
  • Lead employee relations matters, including investigations, conflict resolution, and claims management
  • Ensure proper documentation and audit readiness across all HR functions

5. Talent Acquisition & Workforce Planning

  • Lead recruitment strategy and execution to attract and retain top talent
  • Train hiring managers on effective interviewing, selection, and onboarding practices
  • Partner with leadership to forecast workforce needs and develop hiring plans

6. Performance Management & Employee Engagement

  • Design and implement performance management systems and evaluation processes
  • Monitor employee morale, engagement, and satisfaction through feedback and data analysis
  • Recommend and implement initiatives to improve retention and workplace culture

7. Benefits & Leave Administration

  • Oversee administration of employee benefits programs and ensure employee understanding
  • Manage leave programs, ensuring accurate tracking and compliance
  • Partner with payroll and finance to ensure accuracy and timeliness

8. HR Systems, Data & Reporting

  • Implement and optimize HR systems and technology to streamline operations
  • Maintain accurate employee records and ensure data integrity
  • Analyze HR metrics and provide actionable insights to leadership
  • Track key indicators such as turnover, training effectiveness, and compliance
Requirements:

Qualifications & Skills

  • Education: Master’s degree in Human Resources, Business Administration, or related field
  • Experience:
  • 7–10+ years of progressive HR experience
  • 3–5+ years in a leadership or managerial role
  • Demonstrated experience developing and training HR staff

Knowledge: Strong understanding of employment laws, compliance, and HR best practices

Technical Skills: Proficiency in HRIS platforms and Microsoft Office Suite

Leadership: Proven ability to mentor, coach, and develop high-performing teams

Communication: Excellent interpersonal and communication skills with the ability to handle sensitive matters with discretion

Organizational Skills: Strong ability to manage multiple priorities in a fast-paced environment

Salary Range

$105,000 - $125,000

Work Environment

This position operates primarily in a professional office environment but may require occasional travel to support training, onboarding, or operational needs.
