- Lead subcontract proposal support for large, complex government proposal efforts, particularly those exceeding $30M in value.
- Coordinate proposal activities involving multiple subcontractors while ensuring compliance with solicitation requirements and aggressive timelines.
- Develop strong partnerships with business development, capture, pricing, contracts, and program teams to support successful proposal submissions.
- Negotiate and manage Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), and other pre-award contractual documents.
- Identify contractual and procurement risks within solicitations and collaborate with stakeholders to develop effective mitigation strategies.
- Prepare solicitation packages, support source selection activities, and assist with Statements of Work (SOWs) and Basis of Estimate (BOE) development.
- Review prime contract terms, determine subcontract flow-down requirements, and advise teams on appropriate subcontract structures.
- Collaborate with pricing analysts to develop subcontract pricing strategies and resolve complex pricing issues.
- Maintain compliance with procurement regulations, corporate policies, and documentation requirements while providing regular reporting to leadership.
- Deliver responsive support to internal customers, ensuring proposal milestones and deadlines are consistently achieved.
- Bachelor's degree or equivalent experience, with additional training in contract management, procurement, or related disciplines.
- Minimum of 7 years of experience in government contract administration, subcontract management, or proposal support.
- Strong knowledge of the complete government proposal and subcontract lifecycle, including Shipley proposal methodologies.
- Comprehensive understanding of FAR, government procurement regulations, and agency-specific supplements.
- Demonstrated expertise in price analysis, subcontract negotiations, and fair and reasonable pricing principles.
- Experience negotiating contractual terms involving warranties, intellectual property, indemnification, inspection, acceptance, and risk allocation.
- Ability to develop compliant subcontract files and documentation that support Contractor Purchasing System Review (CPSR) requirements.
- Proven ability to manage multiple complex priorities in fast-paced, deadline-driven environments with minimal supervision.
- Strong analytical, problem-solving, negotiation, and decision-making skills.
- Excellent written and verbal communication skills with the ability to collaborate effectively across cross-functional teams.
- Working knowledge of proposal development functions, including capture management, pricing, contracts, program management, and business operations.
- Willingness to travel occasionally as business needs require.
