OIM Developer

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for an OIM Developer based in the United States.

This is a senior technical opportunity focused on enterprise identity and access management within a complex federal environment.
You will design, develop, integrate, and sustain Oracle Identity Manager solutions that support critical identity lifecycle capabilities.
The role combines hands-on Java development with enterprise application integration, troubleshooting, and modernization initiatives.
You will collaborate with application, infrastructure, cybersecurity, database, and government teams to deliver secure and scalable identity services.
Your expertise will contribute to application onboarding, provisioning, access governance, compliance, and evolving enterprise identity architectures.
The position offers an opportunity to influence modernization strategies while working with technologies supporting large-scale government operations.
It is well suited to an experienced identity technology professional who enjoys solving complex technical challenges and providing technical leadership.

Accountabilities
  • Develop, configure, maintain, and enhance Oracle Identity Manager solutions supporting enterprise identity lifecycle management, provisioning, and access governance.
  • Design and implement custom OIM workflows, adapters, connectors, reconciliation jobs, provisioning processes, and identity integrations.
  • Integrate enterprise applications with identity and access management platforms using standard and custom interfaces, APIs, and integration patterns.
  • Support the onboarding of new applications into the enterprise identity ecosystem and develop custom solutions for identity governance requirements.
  • Troubleshoot complex identity, authentication, provisioning, application integration, and middleware issues while identifying sustainable technical solutions.
  • Develop and maintain technical documentation, architecture specifications, deployment procedures, implementation guides, and operational materials.
  • Participate in testing, validation, deployments, production support, system upgrades, platform enhancements, and modernization initiatives.
  • Collaborate with infrastructure, database, cybersecurity, application, and government stakeholders to resolve technical challenges and maintain reliable identity services.
  • Support compliance, audit, access governance, and cybersecurity activities within regulated enterprise environments.
  • Provide technical recommendations on identity architecture, integration approaches, modernization strategies, and emerging identity technologies.
  • Research new technologies and identify opportunities to improve enterprise identity capabilities, automation, scalability, and security.
  • Communicate accurate technical information clearly to both technical and non-technical stakeholders and contribute to technical leadership across project teams.
Requirements
  • Bachelor's degree in Computer Science, Software Engineering, Information Systems, IT, or a related technical discipline, or equivalent relevant experience as permitted by the role requirements.
  • At least 7 years of professional experience in software development, systems integration, engineering, or a closely related technical field.
  • At least 7 years of experience developing, implementing, or supporting Oracle Identity Management solutions.
  • Hands-on experience with Oracle Identity Manager, Oracle Access Manager, and SOA-based environments.
  • Strong Java development and enterprise application integration experience, including custom workflows, connectors, adapters, reconciliation processes, and provisioning solutions.
  • Experience with identity lifecycle management, account provisioning, access governance, identity integrations, and enterprise application onboarding.
  • Experience with Oracle Database, SQL, WebLogic, enterprise middleware, and related technologies.
  • Strong troubleshooting, analytical, problem-solving, and technical documentation skills.
  • DoD 8140 IAT Level II certification, such as Security+ CE, and the ability to obtain and maintain the required IT-II Non-Critical Sensitive/Tier 3 determination.
  • Ability to work in environments involving federal security, compliance, audit, and authorization requirements.
  • Strong written and verbal communication skills, with the ability to explain technical concepts to diverse audiences.
  • Preferred experience includes supporting the Defense Logistics Agency, Department of Defense, or other federal government customers.
  • Additional desirable experience includes Oracle OIM customization, OAM, Oracle SOA Suite, OCI, identity governance and administration, federated identity, Zero Trust, RMF-authorized environments, Agile, DevSecOps, and cloud technologies.
  • Experience with identity modernization, migrations, enterprise identity services, role engineering, process automation, or technical leadership is highly valued.
  • A master's degree and certifications such as Oracle Certified Professional, CISSP, CISM, Security+, or IAM-focused credentials are advantageous.
