Job Description

Position Summary

CCPN is a physician-led, clinically integrated network of over 3,000 clinicians across the state who are all focused on delivering effective and high-quality primary care. As many practices are overburdened with staffing needs and lack of hiring support, the Center for Community-Based Primary Care is working to ease the administrative burden for practices by providing free active sourcing support to source and screen CCPN practice staff. Our goal is to reduce the lift required to fill positions and help ensure that practices remain open and viable to support our members and communities.

The Recruitment Specialist will develop guidelines and standardized materials such as job descriptions, interview questions, and best practice templates that can be customized by practices to support their recruiting efforts. The role will complete critical recruiting functions such as market consultation, salary guidance and recommendations, post open positions, screen resumes and complete reference checks. The Recruitment Specialist will provide a pool of top candidates for the practice to make final hiring decisions. As needed, the Recruitment Specialist will provide general guidance on employee policies and procedures, create templates and documentation and provide training materials for practices relating to the supporting, training and onboarding of staff.

Essential Functions

· Assist CCPN practices in recruiting needed primary care staff – including clinical and non-clinical positions.

· Work with the NC AHEC program, the NC Medical Society Foundation Community Practitioner Program, the NC Academy of Family Physicians, the NC Pediatric Society, the NC Psychiatric Association, and other groups on CCPN recruitment activities.

· Meet periodically with NC primary care residency programs to inform residents about CCPN and specific placement opportunities.

· Develop practice and community profiles for each provider opportunity.

· Develop and maintain a candidate tracking database for all positions.

· For provider recruitment: Identify and research support programs available for practices in underserved areas, including loan repayment options, high needs service bonuses, and National Health Service Corps opportunities. Assist practices in compiling and submitting the necessary application materials for these programs.

· For staff recruitment: Complete key recruitment tasks such as pulling salary comps to inform on recommended salaries, posting positions, and screening resumes.

· Perform screening interviews and reference checks.

· Create templates and documents to be used for primary care practices.

· Assist practices in creating effective job postings and leveraging social media platforms and job boards to attract potential candidates.

· Prepare and manage recruitment budget.

· Develop onboarding and training materials as templates for practices – specific to new hire orientation.

· Provide appropriate guidance on applicable laws and regulations specific to hiring laws in NC.

· Maintain core CCNC guiding principles of DEA&I.

Qualifications

· Degree in business administration, marketing, public health, or public administration or equivalent experience

· Minimum of 2 years' experience in recruiting and Human Resources, preferably in a healthcare setting

· Maintain a valid NC driver's license with current auto liability insurance

Knowledge, Skills, and Abilities

· Experienced recruiter with demonstrated ability to develop new programs and offerings

· Highly motivated self-starter with the ability to independently plan, organize, prioritize tasks, and make informed decisions with minimal supervision

· Knowledge of recruitment laws and regulations in North Carolina

· Familiarity with medical delivery at the community level

· Experience collaborating with primary care physicians and physician staffing offices

· Exceptional communication and interpersonal skills

· Strong customer service orientation

· Proficient in Microsoft Office Suite applications (Word, Excel, PowerPoint, Outlook)

· Willingness to travel


Working Conditions

· Routinely there may be some minor physical inconveniences or discomforts in the work setting, including sitting for moderate periods of time

· Must be able to utilize office equipment, computer, keyboard, and phone with or without assistive devices

· Repetitive wrist motion and occasional lifting/carrying of up to 25 pounds

· Travel to recruiting practices and to residency programs is an essential part of the work.
